Closing the Enforcement Gap Partnership

This article summarises the ways in which Image Theatre, a practice originally developed by Augusto Boal which continues to be developed in the hands of applied theatre practitioners and critical arts educators worldwide, can be used as a pedagogical and dramaturgical system of decolonisation at the level of communities and individuals. Through reference to two examples from my own work, I argue in this article that Image Theatre is a unique cultural practice that can be used to facilitate counter-discursive stories that are shaped by participants’ invitation to play in the space between aesthetic representation and social reality. In this way, Image Theatre may invoke an in-between space similar to the postcolonial concept of hybridity which offers educators a way of transforming and reinventing meaning as well as creating new strategies for decolonising practice.

This article investigates how colonial attitudes towards race operate alongside official multiculturalism in Canada to justify the legally exceptional exclusion of migrant farm workers from Canada’s socio-political framework. The Canadian Seasonal Agricultural Workers Program is presented in this article as a relic of Canada’s racist and colonial past, one that continues uninterrupted in the present age of statist multiculturalism. The legal continuation and growth in the use of non-citizens to conduct labour distasteful to Canadian nationals has provided an effective means for the Canadian state to regulate the ongoing flow of non-preferred races on the margins while promoting a pluralist and ethnically diverse political image at home and abroad.

In the face of a labour shortage constructed as a political crisis of considerable urgency, the Canadian state has continued to admit non-immigrants into the country to perform labour deemed unattractive yet necessary for the well-being of Canadian citizens while simultaneously suspending the citizenship and individual rights of those same individual migrant workers. By legislating the restriction of rights and freedoms to a permanently revolving door of temporary non-citizens through the mechanism of a guest worker programme, the Canadian state is participating in the bio-political regulation of foreign nationals.

This article examines how the dormitory labour system as it is employed in the agricultural streams of Canada's Temporary Foreign Worker Program (TFWP) affects workers' everyday sociality. In the article, I demonstrate how the physical compression of home and work into a singular geographic site shapes workers' identities and everyday relationships. Drawing on findings gathered from interviews with migrant farm workers from Mexico and Guatemala working in Southern Ontario, I explore how the requirement to warehouse temporary foreign workers directly on employer property collides with workers' ability to establish an autonomous and dignified life in Canada. In particular, I demonstrate how the TFWP agricultural dormitory system produces inter-generational dynamics that intensify worker self-discipline and generates gender dynamics that support the development of a hyper-productive transnational workforce.

Work on our newest play, " When My Home is Your Business… " is moving forward fairly quickly now. One of the crucial steps in making theatre out of the stories participants shared (see our previous blog entries) was to figure out how characters might actually come in contact with each other in the shared space of urban apartment buildings. When we asked participants to imagine Hamilton ten years from now as a much better city, it was striking how unique each of their stories was. It became clear that each of us was coming from a particular experience of moving through the city. Some knew the city from the point of view of newcomers to Canada and others as long-time residents. Some knew the city from the point of view of single professionals, while others saw it through the eyes of retirees with grandchildren. Despite these differences, when we asked participants to create a non-verbal image of Hamilton as it actually is, they had no problem using their bodies to create a sense of a shared physical environment that was immediately understood by all. In part because we had recruited participants for their lived knowledge of challenges tenants face, many of these images centred on how people relate to each other as they move through Hamilton's large rental apartment buildings.

Modern Treaties are presented as a means for improving the lives of First Nations, Inuit, and Métis peoples in Canada by providing specific rights, and negotiated benefits. However, the positive impacts of Modern Treaties on Indigenous well-being are contested (Borrows and Coyle 2017; Coulthard 2014; Guimond et al. 2013; Miller 2009; Poelzer and Coates 2015). Developing a more transparent, consistent, collaborative and contextual way of measuring well-being relevant to the cultural realities of Modern Treaty beneficiaries is an important step for generating comparative methods that could systematically demonstrate whether, and under what conditions, such agreements can effectively reduce socio-economic disparities and improve the quality of life of Indigenous communities.
