İki kıtanın birbirine bağlandığı özel bir coğrafyada 2500 yıllık tarihi mirasıyla İstanbul, dünyada ayrıcalıklı bir konuma sahiptir. İstanbul bu eşsiz özelliğinin yanı sıra, Tarihi Yarımada, Haliç ve Boğaziçi gibi pek çok doğal ve kültürel değeri bünyesinde barındırmaktadır. Bu değerlerin bir bölümü 1970'li yıllardan beri sit alanı olarak ilan edilerek bu özel statü kapsamında korunmaya çalışılmaktadır. Ancak kentin özellikle geçtiğimiz yüzyılın ikinci yarısında ülkenin nüfus ve ekonomik yatırımlarının çekim merkezi haline gelmesi, bu miras alanlarını sürekli olarak değişim ve dönüşüm baskısı altında bırakmaktadır.

Cultural industries are regarded among the key sectors for economic development. With its historic heritage, cultural diversity, and urban vitality, Istanbul has significant potential upon which creativity and cultural industries could flourish. This paper examines the current structure of three cultural industries in Istanbul from a spatial perspective. These sectors are arts and culture festivals, the film industry, and the fashion design industry. The results show that these three sectors are spatially clustered in the city, in an area we call the ‘cultural triangle’. This area provides the opportunity of experiencing different types of cultural facilities and activities, accommodates a density of social networks and interactions, and offers an abundance of historic buildings that constitute a unique and attractive urban core. Furthermore it is where Istanbul's ‘critical mass’ is present. The rest of the metropolitan area beyond the cultural triangle, however, is a highly impoverished landscape in regard to creativity and culture. Some suggestions are made of how spatial planning policy can overcome this discrepancy between the centre and the periphery.

ABSTRACT
The importance of the economy created by the construction sector and the related sectors that support it has become more signi cant since the growth in the use of  nancial instruments. The in uence of  nancial institutions has reached an unprece- dented level in the shaping of the urban space with the imple- mentation and acceleration of  nancialization. Geography and urban planning specialists have been at the center of the debate over  nancing in the United States as a result of the economic crisis that began in 2007. After the collapse of derivative mar- kets due to the mortgage market, which was the principal cause of the crisis, the mortgage system and the urban space began to come to the forefront of  nancialization studies. These stud- ies seem to be concentrated on the early capitalist countries. However, there is also a  nancialization process occurring in late capitalist countries such as Turkey, and this process can be observed in urban spaces. The present study aims to contrib- ute to the  nancialization debates from this point of view, by evaluating neoliberal reforms, public policy, and housing market developments that were implemented in Turkey after the 2001 economic crisis. A mixed method of analysis was applied, as it o ered options a single method cannot provide. This study  rst describes the problem, and then the methodology is explained. A brief discussion of the concept of  nancialization is presented, focusing on the urban space and mortgage loans. A literature review provides an analytical basis for assessing how the housing sector in Turkey is a ected by the process of  nancialization, and the case of Istanbul, called the  nancial capital of Turkey, is examined. In a late capitalist country such as Turkey, where the mortgage market volume is quite new and thus not at a level that the sector desires, the possibility that the rapidly increas- ing amount of household debt will cause a new economic crisis should be investigated.

İnşaat sektörü ve onu besleyen diğer sektörlerin oluşturduğu ekonominin önemi bu sektörlerin  nansal araçlarla ilişkilerinin gelişmesi sonrasında daha da artmıştır. Finansallaşma sürecinin başlaması ve hızlanması ile kentsel mekanın şekillenmesinde  nans kurumlarının etkileri daha önce olmadığı seviyelere gelmiştir. Finansallaşma tartışmalarının coğrafya ve şehir planlama uzmanlarının odağına girmesi Amerika Birleşik Devletleri’nde 2007’de başlayan ekonomik kriz ile oldu. Bu krizin çıkış sebebi olan mortgage pazarına bağlı türev piyasaların çökmesi sonrasında mortgage sistemi ve kent mekanı finansallaşma çalışmalarında öne çıkmaya başlamıştır. Bu çalışmaların erken kapitalistleşmiş ülkelerde yoğunlaşmış olduğu görülmektedir. Buna karşın Türkiye gibi geç kapitalistleşen ülkelerde de  nansallaşma süreci yaşanmaktadır ve bu süreci kentsel mekanda gözlemleyebilmek mümkündür. Bu bağlamda çalışma  nansallaşma tartışmalarına 2001 ekonomik krizi sonrası Türkiye’sinde yaşanan neoliberal reformlara, kamu politikası ve konut piyasasındaki gelişmeler üzerinden bakarak katkıda bulunmayı amaçlamaktadır. Çalışmada tek bir yöntemin sağlayamayacağı başka seçenekler sunması sebebiyle karma yöntem belirlenmiştir. İlk basamakta ipotekli krediler başta olmak üzere kredi sistemine ilişkin veriler toplandı. Daha sonra ise bu verilerin yol göstericiliğinde niteliksel görüşmeler yapılandırılarak derinlemesine mülakatlar gerçekleştirildi. Çalış- ma ilk aşamada sorunu ortaya koymakta, daha sonra metodolojiyi anlatmaktadır. Sonrasında ise kent mekanını ipotekli konut kredilerini odağa alarak  nansallaşma kavramı hakkında kısa bir tartışma sunulmaktadır. Aktarılan literatür incelemesi Türkiye’nin yaşadığı  nansallaşma deneyiminde konutun hangi yönlerden etkilendiğini tespit edebilmek için analitik bir temel sağlamayı amaçlıyor ve konu, geç kapitalistleşen ülke Türkiye’nin  nansal başkenti olarak adlandı- rılan en büyük metropolü İstanbul örneğinde inceleniyor. İpotekli konut kredisi sistemi olkuça yeni olan ve dolayısıyla sistemin hacmi sektörün istediği düzeyde olmayan Türkiye gibi geç kapitalistleşen bir ülkede hızla artan hanehalkı borçluluğunun yeni bir ekonomik krize sebep olup olmayacağı da araştırılmayı beklemektedir.

Bu çalışmanın amacı; İstanbul’un marka kent olma hedefi bağlamında İstanbul’daki konut projelerinin pazarlanmasında kentsel kimlik ögelerinin kullanılmasını anlamaya çalışmaktır. Bu bağlamda ilk olarak kentsel kimlik kavramı ve kimliğe dair unsurların çeşitli sektörlerce kullanımına dikkat çekilmiştir. Kent ölçeğinde markalaşma politikalarına, konut sektöründe ise projelerin pazarlanmasında kimliğin kullanımı konusuna odaklanılmıştır. İkinci olarak, marka kentin kavramsal arka planı ve İstanbul’un markalaşma çalışmaları incelenmiştir. Son olarak, makalenin özgün çalışması olarak konut projelerinin pazarlama stratejileri konusunda kentsel kimlik ögelerinin kullanım durumları irdelenmiş ve yeni bir sınıflandırmaya gidilmiştir. Bu sınıflandırmada konut projelerinin pazarlanmasında “Tarihi/Kültürel Miras ve Köken Vurgusu”, “Doğal Miras/Tabiat Varlıklarının Kullanımı”, “Konum/Kentsel Ağlara Ulaşılabilirlik Vurgusu” ve “Kentin İsim Hakkının Kullanılması” temalarının kullanım durumları incelenmiştir. Bu temaların bir arada kullanıldığı “Sentez Kullanım” durumu ise, daha derinlemesine ele alınmış ve “amaçlı örneklem metodu” kullanılarak irdelenmiştir. Çalışma kapsamında bu metotla seçilen otuz adet projenin reklam/tanıtım filmleri, tanıtım katalogları, internet siteleri incelenmiş, yatırımcı profili, bulundukları ilçeler, projelerdeki konut birim sayıları ile birlikte niteliksel olarak değerlendirilmiştir. Çalışma kapsamında kamunun yürüttüğü kentin markalaştırılması arka planda olmak üzere; kamu-özel sektör ortaklığı ve özel sektör aktörlerinin sürdürdüğü konutun kente ait kolektif sembolik sermayeyi kullanarak pazarlanması faaliyetlerinin geldiği aşama ortaya çıkarılmaya çalışılmış, İstanbul kent kimliğinin tüketim odaklı yaklaşımların etkisiyle metalaştırılması tartışılmıştır.

Abstract: This paper, presented at the symposium »Archaeology and Tourism«, deals with the archaeological potential in Istanbul and the problems posed by urban land now being opened to investment capital unconditionally. The tourism sector, in which these policies are represented spatially, is seen through the perspective of these policies, which have become clearer in the last decade.
The analysis of the archaeological potential here is limited to location, type, and size categorisation at the time of their announcement, and in this context the aim is to link the topic with the preservation and urban-development policies of the time. The problem defined as urban land now open to investment capital unconditionally has multiple facets. The paper deals with this problem in the frame of separation between preservation systems of cultural and natural assets. When the authority over and responsibility for preservation of natural assets was transferred from the Ministry of Culture and Tourism to the Ministry of the Environment and Urban Planning in 2011, a new era began in Turkey’s preservation policies. Assessment of cultural assets, above all archaeological sites, outside their natural context is entirely contrary to the concepts and implementations worldwide, disseminated through international institutions.
Cultural landscape, the leading one of these concepts, deals with the point indicating the concurrence of archaeological sites and natural sites. That most of the archaeological sites in Istanbul conform to this quality makes it obligatory to discuss the impact and limitations this fragmented structure in the preservation policy will create. The concept of historic city landscape, which has been very effective in the preservation field in the recent years, directs many important messages for the preservation of Istanbul’s multi-stratified identity. That this multi-strata structure of Istanbul is fragmented with authorisations by different institutions and/or medium created by centralisation of authorisations constitutes the problem definition of this paper.
Sustainability of tourism within this system is in a debatable position as a high-level policy area. The increasing impact of tourism, especially cultural tourism, in the world and Istanbul brings to the agenda the problematics of »preservation and tourism – a difficult partnership«. On one side are the state policies assessing tourism on the basis of investment based on increase in demand, and on the other side are the principles to be applied in order to preserve the multi-stratified city of Istanbul; thus, it is necessary to open sustainable tourism policies to discussion. In this context, this paper explores the question: how can tourism develop sustainably without the ›touristification‹ of historic spaces, without the city losing its authenticity and without the commercialisation of cultural assets.
