NTT Precompile for Ethereum / OP Stack

Implementation and experimentation around EIP-7885, now published as a Draft EIP for an NTT precompile on Ethereum, including OP Stack integration and Solidity-side testing aimed at making lattice-based cryptographic operations more practical on-chain. The work is directly relevant to the "NTT precompile(s)" direction shown in Ethereum strawmap, within a broader post-quantum roadmap spanning execution, consensus, and data-layer changes.
