    Guilt by hyperlink at @UWMadison. A student group is being investigated for “encouraging” criminal activity because its flyer linked to a Google Doc that linked to someone else’s blog post about an animal rescue. UW admits no crime occurred. It’s investigating anyway.

    Incitement is a very narrow exception where the speech must be intended and likely to immediately lead to unlawful action. Administrators point to a hyperlinked resource on the flier as evidence of solicitation, but that falls far short of the standard.
