Why Phase delegates here. The Library runs a validator, and the Index Power Score weights validators on what they contribute to Solana, not their size. A community that has educated, connected, and funded builders since 2022 is exactly the contribution merit should reward.

The Solana Foundation's delegation program is usually described as a subsidy propping up the validator set. It's now about 4% of all staked SOL, and most of what it delegates is earned through matching, not handed out.
