Is there a word for when designers don't have anything to do so they just start arbitrarily making the user experience worse to justify their existence?

Was asked to collect 12 slaughterfish scales. Spent about 30 minutes moving around trying to get the slaughterfish to spawn. Then I got a pop up telling me the quest giver died. So yes, I would say this is definitely The Elder Scrolls IV: Oblivion

No shit dunderhead I didn't ask a question, I searched keywords hoping to find the same result I would have gotten back in 2009 when Google worked.
This might be based on my own nostalgia, but isn't half the fun of Oblivion watching a bunch of hilarious-looking NPCs with one of three potential voice actors interact with dysfunctional gameplay systems? If this is removed, I fear so too will the soul of Oblivion will be lost.
The Elder Scrolls IV: Oblivion remake is reportedly real, and built in Unreal Engine 5.
The remake is developed by Virtuos and will feature improvements to gameplay systems like stamina, blocking, and stealth in addition to remade visuals.

Konami's Castlevania collections are a great example of how the simplest QOL features enhance the value proposition of a re-release. Instead of punishing people for emulating, recognize that people love your games and give them a superior way to play them.
I only trust GameFAQs walkthroughs written in 2005 by someone who constantly inserts sarcastic statements such as "are you having fun yet??" when talking about more difficult sections, and also punctuates everything with the :P face
