At least 14 people have been killed and more than 100 wounded in a Russian “double-tap” strike on a shopping center in central Ukraine, Ukrainian authorities said on Friday.

- The brother of Min Zin, an American scholar detained in China, welcomed the news of his wrongful detention designation & expressed hope that it will help lead to his release. “When I heard the news, I teared up a little bit,” Aung Maw Zin told CNN
- Min Zin, an American arrested in China in early June, has been designated as wrongfully detained by the US State Department. He is now one of two US citizens formally declared as wrongfully detained there, along with Youlin Chen. Comes ahead of Xi's expected visit next month.

- Rubio imposed sanctions on the ICC's president and senior trial lawyer amid campaign to dismantle the court ICC said it “strongly rejects” the new sanctions, calling them “a flagrant attack against the independence of an impartial judicial institution.”
