I mean... New Vegas spends the entirety of the game showing the player that the NCR is stretched thin and on the verge of collapse.
So... It collapsed.
I like that he sees the bloody badge before getting into a fight with the guy. In the original he just kinda shot a man who wanted him out of his house, context aside.
