Director-General Yvonne Hsiao of the TECO in Houston was honored to witness Keelung City Mayor Kuo-Liang Hsieh and Mayor Amir Omar of Richardson, Texas officially sign a MOU, formally establishing a "Friendship City" relationship between the two municipalities!
