Another thing about the weather is that Lanino seems a bit lonelier than Elnina as seen after the fight with them. Elnina is with a pippin , playing a game with them while Lanino is just standing near the C-rank room, not actually shown interacting with the zapper next to him.
Looking at the dialogue more closely. Elnina seems to think that Lanino doesn't contribute much to the team and is only there as the "charming weather man" while Lanino seems to feel overshadowed by her and wants to have a moment where he can outshine her instead.
