Beyond the stupidity and arrogance of this directive (though Trump wanting to return to the 19th century should be no surprise at this point) I’m baffled by the White House’s word choice here
SCOOP: Trump has directed the Navy to tear out a complex system for launching fighter jets from its aircraft carriers and instead go back to using steam catapults, a move Navy officials have fought for years and will likely cost billions in extra dollars.

The full memo states that the Secretary of War shall provide the President with a PLAN to revert ONE future carrier, CVN-81, to steam catapults. It does not order equipment removed from any existing aircraft carriers.
