I believe that it started during the Eisenhower administration. He warned Kennedy about the Military Industrial Complex, may be why Kennedy wanted to dismantle it, stay out of Viet Nam, and end the Cold War.

This is infuriating to small donors like myself. I thought our money went to TV adds, support for volunteers, etc. Flowers? And Gifts? To donors? Where’s my bouquet 💐 and gift. What an absolute scam. Shameful!
