- Nah. That's been tried. Cover-up culture is due to reputation. I.e. adherence to Whitehall mandates. The micro-mgt you said you'd remove...The thing that shocked me most as Health and Social Care Secretary was the cover up culture in the NHS. People in power must be held to account under a duty of candour. We need the Hillsborough law now, to compel NHS leaders to give evidence on scandals they have witnessed.
