Replying to @2kdoplrIm noticing nobody really knows how a “budget” works. You do not allocate budget to specific scenes or shots. You allocate TIME. And for shows like this, for example Dragon Ball Super, you’ll notice that less flashy scenes just don’t have as much time spent on them and thats fine
