Accessibility statement for the International Growth Centre
This accessibility statement applies to the IGC website (https://www.theigc.org).
This website is run by the International Growth Centre (IGC). We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts using browser or device settings

How accessible this website is
We know some parts of this website are not fully accessible:
- when tabbing through menu items, the underline is not visible
- the menu item colour contrast is not adequate when a menu item is selected
- submenu items cannot be tabbed using the keyboard
- you cannot modify the line height or spacing of text
- most older PDF documents are not fully accessible to screen reader software and there is no PDF size indication
- the menu is not fully able to be tabbed using a keyboard
- there’s a limit to how far you can magnify the maps on our data visualisations
- we do not yet distinguish between decorative and informative images, so many decorative images will have alternative text read out by screen readers

Non-compliance with the accessibility regulations
Colour contrast
Some text and interactive elements do not meet the minimum contrast requirements defined in WCAG 2.2 (Level AA). This affects:
- text displayed on coloured backgrounds or over images
- links and buttons with insufficient contrast between foreground and background
- focus indicators that are hard to see or distinguish from surrounding content
- users with visual impairments, including low vision and colour blindness, may find this content difficult to read or identify

Text spacing and reflow
Some content does not fully support text spacing adjustments and content reflow. Specific issues include:
- text may overlap or be cut off when line height, spacing, or letter spacing is increased
- content may require horizontal scrolling at larger zoom levels
- some page layouts, tables and third party data visualisations do not reflow smoothly at 400% zoom
This can make the site difficult to read and navigate for users with low vision, dyslexia, or cognitive disabilities.

Images without alternative text
Some images on this website do not have appropriate alternative (alt) text. This means that people using screen readers may not be able to understand the content or purpose of these images.
This does not meet WCAG 2.2 success criterion 1.1.1 (Non-text Content).
We know that this issue affects some decorative, informational, and functional images. Where images convey important information, the lack of alt text may make that information inaccessible to users of assistive technology.
Disproportionate burden
The main navigation menu cannot be fully accessed using a keyboard. Some dropdown menu items only appear when using a mouse hover and cannot be opened using the keyboard. In addition, the responsiveness of the hover function is difficult to track with a mouse.
We believe that fixing these issues now would be a disproportionate burden within the meaning of the accessibility regulations: resolving these issues would require significant development time with our website development agency (28 hours). We will reassess this task when our supplier contract is up for renewal (likely September 2026).

Navigation and accessing information
Certain areas of the website cannot be fully navigated or operated using a keyboard alone. Examples include:
- There’s no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).
- some menus, buttons, and interactive widgets cannot receive keyboard focus
- focus order may not follow a logical sequence
- visible focus indicators may not be consistently clear
- It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content
Users relying on keyboards or assistive technologies may experience difficulty accessing content and completing tasks.

Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
Any new PDFs or Word documents we publish will meet accessibility standards.
Live video
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
What we’re doing to improve accessibility
We are actively working to improve the accessibility of www.theigc.org. This includes:
- reviewing and improving document and image accessibility
- improving colour contrast and focus indicators
- enhancing keyboard navigation and screen reader compatibility
- ensuring content reflows correctly at higher zoom and text spacing adjustments
- carrying out periodic accessibility audits
- We are in the process of reviewing all images on the website and adding appropriate alternative text where it is missing. Decorative images will be marked correctly so they are ignored by screen readers.
Preparation of this accessibility statement
This statement was prepared on 8 January 2026. It was last reviewed on 21 April 2026.
This website was last tested on 8 January 2026 against the WCAG 2.2 AA standard.
We carried out a self-assessment completed by the website team and additionally sought advice from accessibility experts at the London School of Economics and Political Science (LSE).
The most viewed pages were tested using Microsoft Narrator, keyboard tabbing and colour contrast checkers by our website team.
We plan to periodically audit the website to ensure it is carried out to the WCAG 2.2 AA standard.
