THE LOGO The Project logo depicts the unity of internal and
external stakeholders towards educational success of
Barcelona Elementary School.
The holding of internal and external stakeholders and
the book in the center forming birds which signifies aiming
high to reach the success of Barcelona Elementary School
towards reading development of children.
The different colors in the logo describe the color of
our nation the Philippines. The blue colored human shape
(stakeholders) explains purity as Filipinos are characterized
with rigid morality. Red colored human depicts the strong
perseverance in achieving the goal towards reading. The
yellow colored book describes Filipinos having open-minded
attitude. Open in all learning to develop oneself in the
pursuance of the goal for national competence. The green
Project colored human describe life. The never ending growth of
successful individual released in Barcelona Elementary School
READ with Project READ.

RATIONALE
Good school governance entails great responsibility pursuing for greater possibilities of
improvement. The school pursue to cater the development and improvement of the school
through shared responsibilities of the school and the community it serves. The School and
School Staff shall serve as the guide for the school in managing the school taking into
consideration the different goals and objectives in every area of the educational system.
Every year assessment of reading level of our learners, most of them are of frustration
level and some were non readers in Grade I. The identified Grade II – VI frustration levels
were at 30 out of 35 of the pupils.
Hence, frustration level and the non-readers hinder Dep. Ed Mission, Vision and Core
Values, of the developing learners in the 21 st skills, they will be left behind of every learners
competencies to be achieved, not only that as being K-12 Curriculum learners that they
should have life skills, self-actualization, and preparation for the world of the work,
entrepreneurship and higher education.
