Lala Fishermen Cooperative (LAFICO)


 was established on December 2, 2019, in Lala, Lanao del
Norte, by local fishermen aiming to strengthen their
livelihood and promote sustainability.
 Many founding members were veteran cooperators from
past cooperative organizations dating back to the 1960s
and early 2000s.
3 HISTORY

Challenges
 The cooperative faced dissolution due to financial and
operational difficulties.
 Overfishing and environmental degradation in Panguil Bay
worsened the fishermen’s struggles due to increased food
demand and lack of regulations.
4 HISTORY

Government Support
Bureau of Fisheries and Aquatic Resources (BFAR) provided:
 Fishing gear, equipment, and capital to boost operations
 Training in sustainable fishing and entrepreneurship

LAFICO was officially registered with the


Cooperative Development Authority (CDA) on
March 3, 2020, under registration number 9520-
1010000000049899.

Panguil Bay serves as LAFICO’s primary fishing ground,


bordering Misamis Occidental, Zamboanga del Sur, and Lanao del Norte.

 June-July: 7.8 tons of milkfish

VISION

To achieve a sustainable and thriving fishing community in Panguil Bay by


addressing poverty caused by over-exploitation of the area.

MISSION

To combat poverty caused by overfishing in Panguil Bay by providing


infrastructure for fishery resource production, marketing, storage, and
processing, creating designated fishing areas to ensure the preservation of the
marine ecosystem and improve the livelihoods of fisherfolk in the Lala
Municipality by managing fishery resources responsibly.

GOALS

To Make a designated area for fishing along with major fishing depots.

To Identify a large part of the mangrove area for fishing only so the fish
population can re-grow.

To Find ways to control the population of fish in man-made fish pens and cages.

Objectives

To address the pressing problem of poverty created by the over-exploitation of


Panguil Bay. Specifically, they aim to:

To provide infrastructure to intensify the production and marketing of fisheries


and fisheries' storage and processing.

Relying on fish farms where humans breed and control the populations of fish
in man-made bodies of water or fish pens and fish cages.

Create designated fishing areas along major fishing depots.

Restricted areas will be left alone so that populations can regrow over 3-5 years.

commitment to improving the lives of fisherfolk and ensuring the
sustainability of Panguil Bay.

sustainable fishing practices, community empowerment, and economic
resilience, addressing both environmental conservation and poverty
alleviation in the region.
