RIZAL LAW
WHAT IS RIZAL LAW?
R.A 1425
 Also known as Rizal Law was approved on June 12, 1956
in an act of mandating all public and private
institution including state colleges and universities
to include the Dr. Jose Rizal life , work, and writing
as a course across programs.

 This bill was originally authored by Statesman Claro M. Recto


otherwise known as Senate Bill No. 438 states that "an act to make
Noli Me Tangere and El Filibusterismo compulsory reading matter
in all public and private colleges and universities and for
other purposes. (Laurel 1960)

 Hopes to give people knowledge about the oppression suffered by


the Filipinos during the Spanish era.
 For Filipinos to understand themselves and their
country better and realize the greatness of Rizal.

 The Bill was sponsored by Senator Jose P.


Laurel ( being the committee chair) when this
was reported out by the committee on
educational in congress.

In general, two celebrated the reaction flame


in congress when the said bill was endorsed.
The Catholic hierarchy one side, and the other
side, The tandem of Senators Recto and Laurel,
main proponents.
RECTO’S ARGUMENT
 Under the principle of police power,
the state can require the reading of
the novels to foster better
appreciation of Rizal’s times.

 Rizal inculcated civic consciousness


among Filipinos, national dignity,
patriotism and personal pride.

From the anti and Pro- Rizal Bill:
 It would be worthy to integrate a neutrally
stand that comes also from the catholic
church.
 Schumacher (2011), the participation of the
bishop's and the role of Fr. Horacio Dela
Costa, relates that there was an optimistic
reading of Rizal Novels.
 This reflects that within the catholic
hierarchy , there was a positive attitude
towards Rizal.
There is a need to give
utmost importance to the
ideals of FREEDOM,
NATIONALISM & PATRIOTISM
through an understanding of
the works & life of Rizal
I am writing for the generation of
Filipinos yet to come, a generation
that will be enlightened and
educated, a generation that will
read my books and appreciate them
without condemning me as a heretic.
