Mobilising Resources
for
Start-up
INTRODUCTION
When a new business is initiated with an
ambition of meeting consumers’ or market’s
needs by developing innovative products,
services and processes, it may be called a
start-up or a start-up company/venture. It is
very difficult for a new enterprise to grow and
survive without resources and therefore
arrangement and mobilisation of resources is
the key function of an entrepreneur.
Start-up India
STARTUP INDIA is a flagship initiative of the
Govt. of India, intended to build a strong eco-
system for nurturing innovation and start-ups
in the country that will drive sustainable
economic growth and generate large scale
employment opportunities. This scheme or
plan was launched on 16th January, 2016 and
will function under the Ministry of Commerce
and Industry through Department for
promotion of Industry and Internal Trade.
THE THRUST AREAS
The action plan of this GOI’s initiative or
scheme focuses attention on the following
three core areas:

1. Simplification and Handholding.

2. Funding Support and Incentives.

3. Industry- Academia Partnership &


Incubation.
Mission/Objectives/Key points
10,000 crores start-up funding pool.

Reduction in patent registration fee.

Improved Bankruptcy Code, to ensure a 90-


days exit window.
Freedom from inspections for first three
years of operation.
Self-certification compliance.

Creation of an Innovation hub under the Atal
Innovation mission.
To target five lakhs schools and involve ten
lakhs children in innovation related
programmes.
New schemes to provide IPR (Intellectual
Property Rights) protection to start-up firms.
Has already built Start-up Oasis in the name
of Rajasthan Incubation Centre.
Recent Guidelines for Start-ups
An entity will now be considered a start-up
for a period of 10 years from the date of its
incorporation.

The exemption for angel tax for shares issued


or proposed has been hiked to an aggregate
limit of Rs. 25 crores from Rs. 10 crores.

The exemption will encourage more


investments in early stage funding.
