Why is 95% of the ocean unexplored?

Why is ocean exploration so difficult?
There are four reasons, lack of visibility, water
pressure, buoyancy and funding. The first reason is
not intuitive, but very real. Although you can see the
bottom of the sea when it is only a few metres down,
it steadily gets more and more difficult as the depth
increases until it appears black.
