How does the Philippines manage
its waste?
The Philippines has endeavored to improve its
management of solid waste through the
passage of RA 9003 or the Ecological Solid
Waste Management Act that provides for a
systematic, comprehensive and ecological
waste management program to ensure the
protection of public health and the
environment.

Waste Management Commission?
The Commission is tasked to oversee the
implementation of solid waste
management plans and prescribe policies
to achieve the objectives of the Act. The
Commission shall undertake the activities
identified in Section 5 of the RA 9003.
What is RA 9003 Law?

WASTE MANAGEMENT PROGRAM, CREATING THE
NECESSARY INSTITUTIONAL MECHANISMS AND
INCENTIVES, DECLARING CERTAIN ACTS

APPROPRIATING FUNDS THEREFOR, AND FOR
OTHER PURPOSES.
What is the violation of RA
9003?
Prohibited Acts and Any person who violates Sec.
corresponding penalties (1) 48, pars. (14), (15) and (16)
Littering, throwing, dumping of shall, upon conviction, be
waste matters in public places, punished with a fine not less
such as roads, sidewalks, than One hundred thousand
canals, esteros or parks, and pesos (P100,000.00) but not
establishment, or causing or more than One million pesos
permitting the same. Fine: P300 (P1,000,000.00), or
– P1,000, or Community service: imprisonment not less than one
1-15 days in LGU where violation (1) year but not more than six
was made, or both. (6) years, or both.
