 Review of compliance’s of Quality inspection conducted on


19.08.2022 to 23.08.2022
 The visit of quality inspection team was conducted under
Chairmanship of SH. R.K. Gandhi Retd. E-n-C Haryana

BRIEF OF PROJECT
• The project of four laning of Kiratpur to Nerchowk was initially awarded under BOT toll
mode to M/s ITNL and subsequently terminated on 22.10.2019.
• The balance works of this terminated project were divided into two packages namely Green
field package & brown field package.
• The instant project is a Brown field project which is separated in three sections i.e. 0+000 to
12+750, 158+500 to 167+150 & 172+950 to 182+215.
• The scope of the project is limited to the balance works leftout by previous concessionaire.
These works includes completion of incomplete pavement layers, incomplete structure
works, slope protection works, project facilities & misc works.
• The brownfield section passes through some dense built up sections in hilly terrain and
completing LA works was a challenge including damages to structures beyond ROW.
• It was decided to de-scope/delink such sections where land wasn’t made available/delayed.
• At the time of visit of Quality inspection team, the scope of de-scoped/ De-linked section
based on land availability and safety of road user was being finalized by AE & safety
consultant/committee formulated by RO-Shimla on directions of competent Authority.
• The progress of the project at the time of visit was 88.70%. The work of finishing items was
in progress.
Project Scope overview

The instant project is a Brown field project which is separated in three sections i.e.
0+000 to 12+750, 158+500 to 167+150 & 172+950 to 182+215.

Broad Findings by Quality Inspection Team

• Majority of observations were about incomplete or work in progress items due to be


completed before completion. Project completion was yet to be given. These can be further
classified into two parts :-
 Incomplete works due to non-availability of land & proposed for de-scoping. Separate
estimate for these works has been prepared for approval of Competent Authority.
 Incomplete works/in-progress works which were scheduled to be completed before issue of
completion.
• Two observation in isolated locations were about distress in wearing coat/BC which was
already notified to Contractor:-
1. Superficial cracks/ cracks limiting to wearing course were identified in some portion of
project highway. This can be further classified into two parts :-
a) Cracks in pavement executed by previous Concessionaire which was executed more than
5 years ago & due for periodic repairs. Estimate has been prepared & submitted for
approval of Competent Authority (Not in scope of work under current Contract).
b) Superficial cracks/cracks in wearing course in some sections where BC was executed 2.5
years earlier. (RFI details attached )
Broad Findings by Quality Inspection Team
2. Rutting in some sections of project highway where BC was done 2.5 years back. The
section were rutting is observed also encounters overloaded cement trucks towards
cement factories in Barmana & Dehni.

• No observations were about any deficiency pertaining to the use of any


sub standard material or inferior quality of work.
• Road composition, thickness of all pavement layers, gradation, strength
etc. and binder content were all found well within the permissible range.

• Road composition, thickness of all pavement layers, gradation, AIV value, and %age binder contents
were all greater than require and within the permissible range. (Test reports attached)

• It is evident from above table that all the test results are within tolerable limits and doesn’t qualify for
use of sub-standard material. It also doesn’t establish any reasons for cracking/rutting in pavement.
