The NAPOLCOM is headed by a Chairperson and several
Commissioners.
COMMISIONERS
They are appointed by the President of the Philippines and
serve a fixed term.

This body supports the commissioners and manages


administrative functions.
SECRETARIAT
It includes various divisions that handle specific tasks
such as legal affairs, planning, and finance.

NAPOLCOM has regional offices across the country, which

RESPONSIBILITIES
The *National Police Commission (NAPOLCOM)* is the governing
body overseeing the *Philippine National Police (PNP)*,
established by Republic Act No. 6975 and amended by RA 8551.

RANKS/POSITIONS
NAPOLCOM, the National Police Commission, is not a
rank but an agency. It is responsible for the
administration and control of the Philippine National
Police (PNP).

The Chairperson of NAPOLCOM is the Secretary of the


Department of Interior and Local Government (DILG).

The other members of NAPOLCOM are Commissioners It's


important to note that the Chief of the PNP is also an
ex-officio member of NAPOLCOM.
LAWS AND MANDATES
1. Republic Act No. 6975 (Department Overview: This law created the
of the Interior and Local Government Department of the Interior and Local
Act of 1990) Government (DILG) and reorganized the
country’s law enforcement agencies,
including the establishment of the
Philippine National Police (PNP) under
the supervision of NAPOLCOM.
2. Republic Act No. 8551 (Philippine Overview: This law amended RA 6975 to
National Police Reform and enhance the powers and functions of
Reorganization Act of 1998) NAPOLCOM, aiming to further
professionalize and reform the PNP.

3. Presidential Decree No. 765 Overview: Issued in 1975, this decree

POWER AND FUNCTION
The National Police Commission (NAPOLCOM)
administers and controls the Philippine
National Police (PNP), advises the President
on all matters involving police functions and
administration, and renders to the President
and to Congress an annual report on its
activities and accomplishments.
The Napolcom exercises the
following powers and functions:

Exercise administrative control and operational


supervision over the Philippine National Police (PNP)
which shall mean the power to

+Develop policies and promulgate a police manual


prescribing rules and regulations for efficient
organization, administration, and operation.

Examine and audit;

Establish a system of uniform crime reporting:


Conduct an annual self-report surveys and compile
statistical data for accurate assessment of the crime
situation and the proper evaluation of the efficiency
and effectiveness of all police units in the country.

Approve or modify plans and programs on education and


training, logistical requirements, communications,
records, information systems, crime laboratory,
prevention and reporting;

+Affirm, reverse or modify,

Exercise appellate jurisdiction through the Regional


Appellate Boards;
Prescribe minimum standards for arms, equipment and
uniforms and, after consultation with Philippine
Heraldry Commission, for insignia of ranks, awards,
medals of honor

Issue subpoena and subpoena duces tecum in matters


pertaining to the discharge of its own powers and
duties, and designate who among its personnel can issue
processes and administer oaths in connection therewith;

Inspect and assess the compliance of the PNP

Monitor the performance of the local chief as deputies


of the Commission; and Monitor and investigate police
anomalies and irregularities.
Advise the President on all matters involving police functions and
administration;

Render to the President and to Congress an annual report of its


activities and accomplishments during the thirty(30) days after the
end of the calendar year, which shall include an appraisal of the
conditions obtaining in the organization and administration of police
agencies in the municipalities, cities and provinces throughout the
country, and recommendations for appropriate remedial legislations:

Recommend to the President, through the Secretary, within sixty (60)


days before the commencement of each calendar year, a crime
prevention program; and

Perform such other functions necessary to carry out the provisions of


R.A. 6975, as amended, other existing laws and Presidential
issuances, and the President may direct.
COORDINATING EFFORTS
BETWEEN AGENCIES
NAPOLCOM coordinates with various agencies to ensure
efficient law enforcement and public safety:
The NAPOLCOM Chair, the DILG Secretary, aligns
DILG PNP policies with national safety strategies,
ensuring integration with local governments.

NAPOLCOM works with LGUs, enabling local

Armed Forces of the Peace and Security Coordinating Council
