PREPARATION OF LOCAL FARM-
TO-MARKET ROAD NETWORK
PLAN (FMRNP)

Background
FMR
as per AFMA law (1997) were roads linking agricultural and
fisheries production sites, coastal landing points, & post-
harvest facilities to market, arterial roads and highways; or to
local roads, national highways and markets (as per AO no. 16
series of 2020 of the DA).
During the presidents’ SONA, he underscored the formulation
of National Network of FMRs that will link production areas to
markets
Background
Thus, the DA (chair), DPWH (Vice-Chair), and its members:
DOT, DILG, & DTI issued the JAO No. 1 series of 2023.
Coverage:
Establishment and maintenance of FMR common database
through the ABEMIS and GEOAGRI;
Formulation and updating of Farm-to-Market Road Network
Plan (FMRNP) at the national and local levels; and
Formulation and updating of national and local FMR network
investment plans.
Background
JAO No. 2 Series of 2023 – inclusion of DAR as FMRNP
development partner
JAO No. 3 – crafted for DOST inclusion.
Presidential directive No. PBBM-2023-667-668 emphasized on:
Prioritizing existing FMRs that need to be rehabilitated &
identify new FMR projects connecting production areas and
market;
DA shall strengthen coordination among agencies involved to
determine new areas for development, FMRs for
rehabilitation, and establishment of localized FMR plans.
Definition of Terms
a) Barangay Roads
Rural roads located either outside the urban area od city or outside industrial,
commercial or residential subdivisions which act as feeder road to FMRs, & which
are not otherwise classified as national, provincial, city or municipal roads
b) City Roads
Roads/streets within the urban area of the city to be designated as such by the
Sanguniang Panglungsod
c) Concreting
Building of road following engineering plans, designs, and specification and
approved existing engineering methodology that involves but not limited to
culvert construction, slope protection, and PCCP construction utilizing
manpower and equipment resources.

d) Farm Access Roads
Existing road access within agricultural production, processing and related
infrastructure including private roads, trails and tire-path, which are not yet
classified as yet classified as municipal, city, provincial, national primary and
secondary roads.
e) Farm-to-Market Road
Road within the agriculture and fisheries production areas, coastal
landing points, post-harvest or processing facilities that links to local
roads, national highways and market
Definition of Terms
f) Farm-to-Mill Roads
Roads connecting the sugarcane farms to any sugarcane processing
facilities such as sugar mills, ethanol distilleries, biomass power plants
and other production facilities using sugarcane as raw material with
specification that can handle truckloads of sugarcane.
g) Municipal Roads
Roads/streets within the población area of the municipality to be
designated as such by the Sangunian Bayan.
f) National Roads
Roads that are continuous in extent that form part of the main trunk line
system
All roads leading to national seaports, parks or coast-coast roads

g) Provincial Roads
Roads connecting one municipality with another, all roads extending
from a municipality or from a provincial or national roads to a public
wharf or railway station; and any other road to be designated as such by
the Sangguniang Panlalawigan
f) Rehabilitation
Returning a building or a structure to a useful state by means of repair,
modification, or alteration.
SCOPE
All provinces, including cities and municipalities of the Local
Government Units, in collaboration with the Regional
Coordination and Monitoring Committee on the formulation,
implementation and updating of the National Farm-to-Market
Roads Network Plan.
FORMULATION OF LOCAL FMRNP: A) Process
A.1) Completion of Inventory and Mapping of FMRs using GeoAgri System
The DA-RFO-RAED in collaboration with the Regional Offices of the DILG,
DPWH, DTI, DOT, DAR, and DOST will host a provincial/City/municipal
workshop on the data build-up/updating and inventory of FMRs network
map
Three (3) months after the workshop, the LGUs must complete the
inventory and mapping of FMRs network.
FORMULATION OF LOCAL FMRNP: A) Process
A.2) Preparation of FMR Network Plan for 2025-2028
Based on the inventory of total FMRs network, the LGU will come up with
a multi-year plan which encapsulates the target length per year of FMRs
for rehabilitation, concreting, and new openings, including operation and
maintenance.
A.3) Preparation of Investment Plan for 2025-2028
Following the crafting of FMRNP, an investment plan will be formulated,
reflecting the equivalent annual requirement of the proposed length of
FMRs network.

funding sources, such as but not limited to:

FORMULATION OF LOCAL FMRNP: A) Process
A.4) Conduct of Provincial/Municipal/City Workshop cum Public Consultation
A provincial workshop cum public consultation must be conducted to
finalize the provincial/city/municipal FMR Network Plan and the
investment plan
For the municipal/city, consultation can be conducted with its component
barangays.
The Local Development Council (LDC) and other relevant stakeholders
will also be consulted.
During the session, the RCMC will serve as the consulting body of the
P/M/CLGUs.

A.5) Approval of Local FMRNP by the Sanggunian
Following the consultation and finalization, the LGU will submit
and present the Local FMRNP, thru the GeoAgri System, for
approval of its Sangunian through a resolution or Ordinance.

Per section 8.2.b of the DA AO no. 16 series of 2020, states that the
DA-RFO & DPWH-DEO shall jointly turnover the management and
ownership of the FMR project to the LGU.
