The Directorate of Town and Country Planning has been
established as an apex body in the planning matters for
the state of Andhra Pradesh functioning under APTP Act
1920,Municipal Corporations Act 1955, AP Municipalities
Act 1965, AP Gram Panchayats Act 1994, AP
Metropolitan Region & Urban Development Authorities
Act 2016, AP CRDA Act 2014 and AP RERA Act.
The Department is functioning with 4 Regional Offices
(Office of RDDTPs), 13 District Offices (O/o DTCPOs),
APCRDA, 15 UDAs, 14 Municipal Corporations, 72
Municipalities and 24 Nagar Panchayats.

planning, vide proceedings no Procgs.Rc.No.7284/07/P3,
Date:08.08.2007 delegation powers of dtcpo defined.
The District Town and Country Planning officers shall
exclusively function for Gram Panchayat proposals only.
Indicative Land Use Plan
1.Preparation of Indicative Land Use Plan for villages less than
10,000 population (except Mandal Headquarters) and submit to
Head Office for approval.
2.Variation to Indicate Land Use Plan required shall submit to
Head Office.

proposal for ILUP along with report, for approval
c. 3RD MONTH- submission of proposed ILUP along with

DTCP is the Authority of Technical clearance of all
buildings , layouts and installations ,after the limit
discussed in above slides (DTCPO ,RDDTP).
DTCP involved in all government schems like PMAY,
EWS Etc.
IN MUNICIPALITIES (Not covered
in UDA’s )
(a) In case of building approvals with plot area of
above 300 Sq. Mts, the Regional Deputy Director
of Town & Country Planning (RDDTP) concerned
shall undertake post verification.
(b)In case of building approvals in the site area
above 1000 Sq.Mts, the Director of Town and
Country Planning, A.P., Guntur or his
representative shall under take post verification.

circulated to the Vice Chairman of concerned UDA
irrespective of extent and height of the building except in
GVMC.
In respect of Gram Panchayats post verification shall be
done by the concerned Panchayat Secretaries upto their
delegation of powers (upto 300 Sq.m. of site area for the
residential buildings). Gram Panchayat’s are empowered
to take action on all unauthorized developments. In case of

shall be the Overall monitoring authority for functioning of the

The above delegated powers are subject to overall conformity
with the provisions of Master Plan / Zonal Development Plan and
uses, Zoning Regulations, building rules issued by the
Government from time to time.
The officers of the UDA concerned shall conduct periodical
inspections of the ULBs and Gram Panchayats in its jurisdiction,
to give necessary guidelines for disposal of cases as well as to
check the permissions.
The Officers of the UDA concerned shall have powers of
surprise inspection of the ULBs and Gram Panchayats offices
in its jurisdiction. withdrawn forthwith.
The Municipal Commissioner / Panchayat Secretary shall
send a copy of approved plan to Urban Development
Authority immediately after approval and a list of cases with
amount of Development Charges paid to Urban Development
Authority every month.
4. The above delegation of powers shall be strictly adhered by
the Commissioner of ULBs and Panchayat Secretaries of
Gram Panchayats and if any irregularity / deviation noticed /
reported, this delegation of powers shall stand
