Introduction
• In order to empower the person with disabilities various
type of services like education counseling therapy,
rehabilitation, vocational training etc. is required.
• The person suffering with disability is provided with
multiple trainings.
• They are given improved accuses to the opportunities
they need to fulfill their goals.
• The rule of the govt. bodies, NGOs, Institution and
communities makes the empowerments of the persons
with disabilities .
GOVERNMENT BODIES
• The government has created different policies
for the empowerment of PWD.
• The national policy identify the person with
disability as necessary and valuable assets of
their country.
• Their goal to create an atmosphere for their
conjunction with basic constitutional rights
i.e.. Equality , freedom , justice & dignity.
• This will also guarantee equal opportunities
for the PWD. There by ensuring the
protection of there rights and enabling their
full participation in the society.
THE PRIMARY OBJECTIVES OF NATIONAL
POLICY ARE ;
• Physical rehabilitation which includes medical
treatment, counseling, providing aids &
appliances .
• Educational rehabilitation which offers
vocational and unhand training.
• Economic rehabilitation ensuring a better and
dignified life in society.
• The Govt. has announced a no. of schemes to
promote the standard of life of PWD. In general
some of these schemes are ;
• ADIP( Assistance to Disabled persons In Purchase
of H/A ) involving physical rehabilitation of the
PWD. By providing them with Aids and
appliances.
• Deendayal Disabled Rehab. Scheme (DDRS) a
Multi- faceted schemes addressing all the
possible aspects of rehab.
• Scheme for implementation of persons with
disabilities Act. Aimed providing funds for projects
involving construction of public building support
the regional institutions that provide service to
PWD. And creating awareness.
• Some steps taken by the Ministry of Social Justice
of Empowerment(MSJ&E) and health & family
welfare in India are ;- .
• National Council for Handicapped welfare.
• National Information Center on Disability and
Rehab.
• National level institutes – NIHH, NIMH, NIVH, NIOH &
IPH.
• The adoption of national policy for PWD. In 2005, it is
evident that the Gov. is sincerely putting in effort for
the life enrichment of PWD.
NGOs:-
• In India nearly 3000 NGOs are operating exclusively in
the field of disabilities in all areas like MR,CP,Autism,HI.
• They offer various services like fitment of artificial
limbs, distribution of Assistive devices, identification of
disable person, awareness generation, Advocacy,
income generation schemes through micro enterprises
etc.
• These NGOs have rehabilitation professionals who
offer rehabilitation option. A PWD in Urban as well
as Rural areas.
• Various assistive devices are distributed in camps to
PWD as per there need.
• They are also referred to nearly rehab. for further
management .
• These NGOs are mobilizing recourses for there
operations those a variety of means including
donations, contributions from foreign funding
agency Gov. assists through designated schemes.
• The MSJ & E gives grants to NGOs for variety of
schemes including action for person with
• A meaningful Partnership is the need of the hour to
provide equal opportunities required services at
door steps of those yet to be reached. (Gov.
agencies & NGOs )
NATIONAL INSTITUTIONS :-
• There are national institutions established by
MSJ&E and HFW( Health and Family Welfare ) at
Gov. of India for providing various service to the
persons with disabilities like preventive major, early
identification, educational intervention, rehab.
awareness building etc.
• The types of rehab. services provided by these
institutions are :
1. Ali Yavar Jung National Institute for Hearing
Handicapped ( AYJNIHH )
The various rehab. services given are:-
• Evaluation and diagnosis of hearing, speech and
language impairment.
• Selection and fitting of hearing aid and ear mold.
• Psychological evaluation.
• Medical intervention.
• Speech and language therapy.
• Parent guidance and counseling .
• Referral and follow up.
• Vocational training and placement.
2.IPH ( Institute of Physical Handicapped )
• Assessment
• Physical therapy
• Occupational therapy
• Fitment of aids and appliances
• counseling
3.NIMH ( National Institute of Mentally Handicapped)
• Case history taking
• Physical and medical examination.
• Intellectual and developmental assessment
• Special educational needs assessment.
• Therapeutic needs assessment
4. NIRTAR ( National Institution of Rehab. Training
And Research )
• Assessment evaluation and fitment for PWD. Due to
Congenital deformity CP, Spinal cord injury, Bone
contracture etc.
• Corrective and reconstructive surgeries
• Radiological and pathological investigations.
• Fitment of aids and appliances
• Counseling
COMMUNITY :-
• Community based rehabilitation is characterized by
active role of person with disabilities there families
of the community in rehab process.
• A community committee provides the removal of
physical and attitudinal barriers and ensure
opportunities for PWD. to participate in School
work, social and political activities with in the
community.
• Disabled children attend to the local school.
• Community members provide local job training for
disabled adults.
• Community grows assist the families of disabled
people by providing case for their disabled children
or adults transportation or loans to initiate income
generating activities.
The CBR approach is very affective in India for 3
reasons :-
It uses less resources in comparison to institutional
rehab.
The committees in India are naturally absorptive
once they know what you expect from them.
It suits the requirements of the PWD. without
exposing them to many difficulties of moving out of
their family.

CONCLUSION :-
• To conclude, disabled persons are not fallen souls,
They have capabilities like others and the society
should provide opportunities to bring out those
latent potentialities.
