Presently, the cheapest and dominant means of connecting
to the internet in Enugu is via mobile telecommunications
Networks.

The major companies that provide this ( Internet Service


Providers) are : MTN
GLOBACOM
AIRTEL
ETISALAT

About two fibre optics connections have been laid in Enugu.
They are:
GLO 1, owned and operated by Globacom.
West African Cable System (WACS), owned and operated
by MTN.
One can subscribe for fibre from MainOne Cable network.
It doesn’t really matter where you are. Although they have
no office in Enugu, but it is still possible.
More optical cable fibres are still being laid by other service
providers to enhance connectivity and data services.

Residents of Enugu complain mostly about the following:
 Epileptic power supply

 High cost of rents in Enugu metropolis

 That the State is not highly industrialized thereby giving it the status of ‘Civil Service’
State with low internally generated revenue by the government.

 Very high school fees in the State-owned tertiary institutions.

 Lack of access to portable (pipe-borne) water

 High cost of food stuffs in the market

 Lack of good and accessible road networks in the rural areas leading to high cost of
transporting agricultural produce to the city by local farmers.

 Lack of infrastructures and other social amenities in the rural areas. For instance, when
you travel to some villages in Enugu you find it difficult to make phone calls or use
internet services because of poor connectivity.

In terms of income levels, the population of Enugu City
can be segmented into:
(i) High income earners
(ii) Medium income earners

The High Income earners will be willing to pay for exotic
housing, quality health care services and other basic utilities
that make life easier and more comfortable.

The Medium income earners will be willing to pay for good


and affordable housing, quality and affordable education,
and quality health care as well as other social services.

income houses, cheap food supply, quality and affordable
education for their children and other social amenities.

 Establishment of amusement parks, museums and game reserves in
the State will help to position the State as a leisure hub in the South
East.

 Institutes for intensive training and retraining of the youths in ICT,


computer and mobile phone softwares and hardwares will also boost
the economy of the State and help adddress the issue of unemployment
in this digital age.

 Siting of more manufacturing industries in the state will also go a long


way in repositioning the state as an economic hub in the South East.

The Enugu-Bamenda Highway which connects Enugu to
Cameroun is transformational in terms of the direct
benefits felt by the population within the area. It will
contribute to job creation and private sector expansion by
facilitating the marketing of agricultural produce in the
region. It will also improve social and rural infrastructure
including access to schools, markets, etc.

Again, the road has tremendous potential for economic


transformation by improving the efficiency of transport
and living conditions of the population within the region.

Enugu State has a lot of tourism potential because
the state is richly endowed with human and
natural resources that can support the
development of tourism. However, this potential is
yet to be fully tapped.

Local tourism is still being handled by Enugu State Tourism
Board and Enugu State Council for Arts and Culture. These
government parastatals are under the supervision of Enugu
State Ministry of Culture and Tourism.

Yes, there are official policies and guidelines mapped out
by the state ministry of Tourism to guide the Tourism
Board’s activities to ensure that any company that wants
to do local tourism in the state adhere to best practices.

The tourist sites shown in the brochure are actually in
existence in the state although they are not well-developed
for economic viability.
However, the state Government is ready to partner with
any company that wishes to develop these sites and make
them economically viable.

These tourist sites are not yet concessioned to any company.

Yes, there are viable infrastructure like hotels
and restaurants to support local tourism? A
typical example is Nike Lake Resort which is a 3-
star Hotel built in the eighties and is still
operational to this day. It is one of the best hotels
in the South East.

There are several other exquisite hotels in Enugu as listed in
the brochure.

In the case of restaurants and event centers, we have places


like New Berries Park, Crunchies, Celebrities, Golden
Toast, Citi Center, Genesis, Bubbles plaza, etc.

The economy of the state can support the upgrading of the


various tourist sites in the state to international standard by
means of any of the three investment models as contained in
the brochure. These sites if well developed will even boost

The process involved in land acquisition scheme is under three
main headings:
(i|)The Application Stage
(ii) Purchasing and
(iii) Land registration and titling

(i) Application Stage:
Individuals or companies seeking to acquire land from the government
for real estate development purposes usually obtain an application form
for a non-refundable fee from the Enugu State Ministry of Lands and
Urban Development following the advert for such, depending on the size
of land needed.

(ii) Purchasing Stage:


Enquiries are made on the cost of the land as well as the requirements for
land title and registration. These are important in providing relevant
information needed for successful acquisition of this land. Following the
agreement on the cost of the land and registration process is the actual
payment and signing of land purchase agreement.

(iii)Land Registration:
With the successful payment for the land, the Surveyor General prepares a
survey plan of the purchased land. This survey plan forms part of the
documents used in the registration and obtaining of Certificate of
Occupancy (C of O) from the Enugu State Ministry of Lands and Urban
Development.

 Applicant purchases and submits form to Land Use Allocation
Committee of the Enugu State Ministry of Lands and Urban
Development and collects acknowledgement slip;

 Applicant collects letter of offer of allocation


 Applicant pays for allocated land ( within 90 days)
 Applicant issued with letter of confirmation with plot number
(Full payments must be made before plots are allocated)
 The officer-in-charge processes application for C of O, signs off
on the file and forward files to executive Secretary Land Use
Allocation Committee.

Surveyor General provides Scheme Officer with digitized survey; Land Use
Allocation Committee approves processing and signs letter of allocation.
LUAC signs off on the file, send file to the Senior Special Assistant to the
Governor on Lands;

SSA (Lands) vets entire file and sends file/application with a covering memo
to the Permanent Secretary Lands; if file has a query, message is relayed back
by notification;

PS Lands signs off on the memo and sends file to Governor. Governor
approves file and electronically signs C of O. If file has query, message is
relayed back by notification.

Upon approval and signing of C of O, the Governor signs off and sends file
to the Deputy Registrar for further processing. Deputy Registrar processes file
further, signs off and sends file to Registrar of Titles for final registration;
Registrar of Titles registers the C of O, signs off and request for printing of C
of O.

The whole process may take up to 21 days.

 The process of acquiring any of the plantations from the
government for further development is through Public-
Private Partnership frame work, lease or outright
purchase.
 None of the plantations is close to the city; they are all
situated in the rural areas.
 Some of the plantations are up for sale and prospective
investors are invited to take advantage of these
potentials available in the state.
 Details on the bidding process can be obtained from the
State Ministry of Agriculture.

 The oil palm is one of the most important economic
tree crops in Enugu State. Its economic products
include palm oil, kernel oil, palm kernel cake and
palm wine and other derivatives as well as other
products from its vegetative parts.

 By 1961, Nigeria was controlling 27% of the world


global trade in palm oil and palm kernels but its
dominance was eclipsed by Indonesia and Malaysia
following the abolition of the Commodity Boards in
Nigeria.

 There are existing moribund oil palm plantations


available for lease to prospective investors under
Public Private Partnership.

 Cashew plant grows well in Enugu State and produces one of the best
cashews in the world;

 Cashew shells contain Cashew Nut Shell Liquid (CNSL) which is a source of
natural phenols used in the plastic industry;

 The technology for growing this crop and its ecology are well known in Enugu
State;

 Cashew is one of the economic tree crops where Enugu State has comparative
advantage and, therefore, seeks potential investors for the development of
the entire cashew value chain;

 Cashew can be picked randomly. It doesn’t have an organized market. It can


be seen in large quantity at 9th Mile corner, Obollo Afor and Opi Nsukka,
Enugu State.

Nsukka areas are more likely to be affected by
the menace of Fulani cattle herdsmen. However,
the cases of clashes between the Fulani
herdsmen and farmers in the host communities
are now on the decline in recent times in Enugu
State because of the measures taken by the
state government in collaboration with security
agencies so as to forestall future occurrences.

 Enugu State is endowed with abundant water resources for
irrigated rice production and processing;

 The State has several rivers such as Adada, Kalawa, Nnom,


Ozom and Obe Rivers, etc. that can be dammed for both
irrigation and domestic water supplies.

 There is an existing gravity-flow irrigation scheme at Adani


with full potential for expansion to over 10,000ha, while only
1,120ha of irrigable land has been fully developed,

 Prospective investors are invited to invest in irrigated rice


production in any of the 16 proposed irrigation sites located
across the state.

 There are opportunies in rice production for small holder

Other major crops that are viable in the state and which offers potentials for investment
and commercialization include; Cassava, Vegetable and fruits, livestock production.

Investors are welcome to invest in cassava value chain in the state, with over 80,000 ha
of arable land available for cassava plantation.

Under vegetables and fruits, the state is already harnessing its numerous potentials
under this sector and has also demonstrated its willingness to partner with the private
sector especially in developing the fruits and vegetable sector in the state. One of such
partnerships is the San Carlos Farms in Enugu state.

The Enugu state government signed an MOU, with San Carlos Group of Mexico for the
cultivation, production and export of pineapples in Enugu state under a public private
partnership (PPP) investment framework.

The joint venture company is to develop 1,000 ha of irrigated MD2 pineapple at a total
cost of $300m. Over 300ha of pineapples have so far been developed and planted.

The food/agricultural processing opportunities in the state
include:
Palm oil and palm kernel oil processing;
Fruit juice extraction, processing and canning;
Cashew nut processing;
Cassava processing and starch extraction;
Rice processing, etc.

Low hanging fruits that can be pursued by small to


medium scale enterprise include orange and banana.

The state government is looking for more of such investments in the
state under the fruits and vegetables agro sector. Also over 4000ha
of land are available for banana production in the state with
excellent soil and fresh water for irrigated banana production in the
state.

Poultry industry in the state is growing in leaps and bounds and the
state is now the 4th largest producers of poultry and poultry bye-
products in Nigeria.

Two modern hatcheries exist in Enugu state with a combined


capacity of 360,000 DOCs per months.

More investments are been sought for in the poultry value chain by
the state government so as to make Enugu state one of the highest
poultry producers in Nigeria.

Investments are required in fish farm estates, in 17 LGAs of the state


under PPP platform. The state has 14 water reservoirs and 50 lakes
for development of fisheries potential. Investors are required for the
full development of fisheries and aquaculture value chain potentials
in the state.

Potentials for investment in Animal production in Enugu state
exist at the Federal Government Cattle Ranch at Adada covering
an area of 846ha of land. Investors can partner with FG/State
government to lease this facility under a Public Private
Partnership.

Also there exist a federal government piggery breeding and


progeny project at Okpuje covering an area of 26ha with
considerable infrastructural facilities. Investors are invited to
explore leasing opportunities for this facility for piggery
production under PPP platform.
