 LGU shall have a just share, as determined by law, in the national taxes (Section
6, Article X, Philippine Constitution).

 All collection of national taxes, except those accruing to special purpose funds
and special allotments for the utilization and development of the national
wealth, should be included in the computation of the base of the just share of
the LGUs [Mandanas, et al. v. Executive Secretary, et al. (G.R. Nos. 199802 and
208488)].

 Prospective character of Mandanas Ruling: The share of LGUs in national


taxes is based on the collection in the third year preceding the current fiscal
year, the adjusted national tax allocations of LGUs shall start FY 2022 (Section
284, RA 7160).

 Revenue collection of National Government in FY 2019 as reference, the LGU


share from national taxes is expected to significantly increase in FY 2022.

 Empowerment of LGUs in providing devolved basic services and facilities under


Section 17 of RA 7160.

 Operative principles of decentralization for the formulation of policies and


measures on local autonomy (Section 3, RA 7160).

 National Government or next higher LGU may provide or augment basic


services and facilities assigned to lower LGUs [Section 17(f), RA 7160)].

 Basic services and facilities shall be devolved to LGUs – responsible for a


minimum set of services and facilities in accordance with existing laws [Section
24(a), Rule V, RA 7160 IRR].

 NGAs can assume more strategic and steering functions to address persistent
development issues.

 Executive Branch to conduct comprehensive review of respective mandates,


missions, objectives and functions, systems & procedures, and PAPS; and
identify areas of necessary improvement and more resources need to be
rechanneled (Section 83, General Provision of RA 11518 – GAA FY 2021).

Activity Objectives
LGU capacity development in preparation for a more responsive local
government structure instituted through a system of decentralization:

To understand the role of LGUs in reimagining the


Local Governance under Full Devolution.

To describe the effect of implementing full devolution


in their respective plans, programs and activities.

To formulate/revisit existing plans, programs and


activities in strengthening the capacity towards full
devolution.
