Understanding Rizal: Life, Works, and Legacy

The document discusses the Rizal Law (RA 1425), which requires the study of Jose Rizal's life, works, and writings in all schools. It details the bill's introduction and passage through Congress despite some opposition from the Catholic church, who saw Rizal's novels as attacks on the clergy. The document also lists several issues that were argued against Rizal, including accusations of illegitimate children, being pro-Spanish, and supposed retractions at his execution. However, it notes that a hero is still human and shaped by their environment, and Rizal's contributions to bettering the Philippines should still be acknowledged.

Senate Bill no. 438
R.A. 1425

nationalism
- To remember Rizal and other heroes , their life and
works that have shaped the national character
- Rizal’s novels be a constant and inspiring source of
patriotism for the young

conscience and to teach citizenship
A Bill is introduced in the House of Senate by a
member of Congress.

A committee reviews the bill and may make changes or

amendments.

The Bill must be approved in both houses it will be

passed to the Executive.

The president can sign the bill into law, veto it, or let it
become a law without signing.
 TRIALS OF THE RIZAL BILL

Senate Bill 438 authored by Sen. Claro M. Recto –

supported by all except 3

Sponsored by Sen. Jose P. Laurel – disputations

- In Rizal’s novels according to Laurel we see ourselves as

in a mirror our defects, strengths, virtues and vices
Catholic saw it (esp novels) as an attempt to discredit their
religion, inimical to the tenets of faith, violative of religious
freedom, therefore not compulsory, contains attacks on the
Catholic church and clergy can demoralize the students (Lesson
1.2)

Therefore, the bill was revised by reading not just Rizal’s novels
but also his other books, no longer compulsory (but must be
read in its original form) exempt students from taking the course
for religious reasons.
 ISSUES AGAINST RIZAL
Father of Adolf Hitler ( Jews will be annihilated with Gas chamber ) and Mao Zedong (icon
in Asian History

Having an illegitimate child with Seiko Usui (prominent Japanese woman)

Suspected as Jack the Ripper in London ( In 1888 sudden news five women in London who
were murdered, Ripper because he ripped them open, its absurd.

Being pro-Spanish ( He never demanded for the Spanish to leave the country he just
demanded equality)

Works and treatment and cure of the bewitched ( curing is questionable )

American sponsored hero ( He is being endorsed by the Americans because his way of fighting for the
country is more preferrable than Bonifacio)
His supposed retraction at the last hour ( He renounced his Catholic faith and took back what he said to the
Spaniards.

RA 1425

Lovelife : Issue on various affairs with women :

Consuelo Ortiga Y Rey – resulted into a conflict with Eduardo de Lete, fellow reformist who also liked her
Nellie Bousted – with Antonio Luna as his rival who uttered unsavory remarks against her that angered
Rizal which almost led to a duel

On being pro-Spanish – Rizal’s alleged advice to the Katipunan against the planned revolution because it is
not a possible solution and will result into destruction, and that it it not ready , instead it should train and
ask for financial support from wealthy Filipinos ( this lead to comparison between Bonifacio and Rizal ).
A hero is a human being, a product of his
time, environment ( society, sorroundings,
conditions)

Give weight to his contributions for the

betterment of the country.
