Technical Official:
A Technical Official is defined as any person who
controls the play of a competition by applying the
rules and regulations of the sport to make
judgments on rule infringement, performance, time
or ranking. A Technical Official acts as an impartial
judge of sporting competition.

Technical Guidelines
Date and Venue:
The 2019 Tagum City Athletic Meet
Badminton Tournament will be held at RDR
Gym, Mankilam, Tagum City on November
9, 2019 from 7:30 AM until evening for
Championship.
Rules:
The competition shall be held in accordance with the current Laws and Regulation
of the Badminton World Federation (BWF). However, in matters not covered by
these rules and regulation, decision shall rest with the Tournament Manager.
The Technical Committee/Tournament Manager shall be responsible for the
technical organization of the tournament. The decision of the committee in all
matters regarding the competition shall be final.
Only the official coach or assistant coach ( written in the Gallery ) are allowed to
approach the match control/referee with regards to questions and inquiries during
the match.
Only the Official Coach, Asst. Coach, Chaperon listed on the gallery are allowed
to sit on the coaches chair and approach the players during intervals. Maximum of
2 persons only.
Tournament Format:
The format of the competition shall be
run on single elimination or knock-out
system for all events in Elementary and
secondary level both boys and girls.
Events:
: Individual Competition ( Elementary/Secondary) Boys and Girls:
Boys Single (BS) - Two (2) Entries per Unit/Team Single A and B
Girls Single (GS) - Two (2) Entries per Unit/Team Single A and B
Boys Doubles (BD) - One (1) Entry per Unit/Team
Girls Doubles (GD) - One (1) Entry per Unit/ Team
Mixed Doubles (MXD) - One (1) Entry per Unit/Team
Team Composition and Fielding of
Players:
A team / Unit must have a maximum of four (4) Players
:
The Team is required to submit the entry form during the
Solidarity Meeting on November 8, 2019, 8 AM at Tagum
City National Comprehensive High School. No coach
during Solidarity Meeting, No Play.
Drawing of Lots:
Pairings for Elementary and Secondary levels for both boys and girls in all events
: shall be done by draw lots .
Drawing of lots shall be done during the solidarity meeting of the 2019 Tagum
City Athletic Meet on November 8, 2019 at TCNCHS .
Coaches or representative shall be the one to make the draw to determine their
opponent.
Coach/Representative’s right to question the tournament proceedings or technical
guidelines shall be waived if he/she fails to attend the Solidarity meeting.
Entry of Players :
Coaches shall submit their entries for singles, Doubles, and Mixed Doubles
competition during the solidarity meeting before the start of the drawing of lots on
prescribed entry form to be provided by the management.
The entries shall be duly signed by the coach/team representative.
Upon submission of entries, no substitution shall be allowed especially after the
draw.
Scoring:
The BWF Scoring system of 1-21 points (rally point) best of three
games shall be applied. In case the score becomes 20-all, the
player/pair who gains an advantage of two (2) points wins the game.
If the score becomes 29-all, the players who score the 30th point
wins the game.
Walk Over:
A five minutes grace period on the scheduled match shall
be given, otherwise the team/player shall be declared loser
via walk-over.
Attire:
All Players are required to wear their team color or must be on a prescribed
badminton uniform. Double/mixed doubles must be in same color.
Coaches are required to wear proper attire during the competition. Wearing of
sleeveless shirt and slippers when coaching are not allowed.
Protest:
Protest on eligibility will be settled at the level of the Organizing
and Screening Committee.
Protest on technicality will be settled at the level of the tournament
referee/tournament manager.
Unforeseen Event:
Thedecision of the Referee on any dispute during the
competition shall be final.
The ongoing matches will be impossible to continue; such
matches will be continued later the point where it was
disrupted.
Selection of Athletes:
The Champions of Single A and Single B, and HOMO Doubles, Boys and Girls in
all levels will be the athletes to represent Tagum City Tagumpay to the Davao
Regional Athletic Meet 2019 which will be held in Davao City on the date to be
announced.
The winning coach for HOMO Doubles, both in Boys and Girls in all levels will
be the official coach for the higher meet.
For Boys events in all levels, the team is allowed to have 1 coach and 1 assistant
coach. In such case that the winning coach has no assistant coach on the gallery,
the coach of the single A or B player will be the assistant coach.
For girls events in all levels, the team is allowed to have 1 coach, 1 assistant
coach, and 1 chaperone, the process of selection will be same as the boys
selection.

all levels will be the athletes to represent Tagum City Tagumpay to the Davao
Regional Athletic Meet 2019 which will be held in Davao City on the date to be
