INTRODUCTIO
N
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is a social welfare
program launched by the Indian government in 2005. The program aims to provide employment
opportunities to rural households, especially those belonging to the economically weaker sections of the
society. The program was initially launched in 200 districts of the country and gradually expanded to
cover all the districts of the country by the end of 2008. In this article, we will discuss the various
aspects of the MGNREGA program, including its history, objectives, implementation, impact, and
challenges.

HISTORY OF
MGNREGA
The MGNREGA program was launched in 2005 as the National Rural Employment Guarantee Act
(NREGA) by the United Progressive Alliance (UPA) government led by the Indian National Congress.
The program was renamed as the Mahatma Gandhi National Rural Employment Guarantee Act
(MGNREGA) in 2009 to commemorate the 140th birth anniversary of Mahatma Gandhi, the Father of
the Nation.The program was launched with the objective of providing employment opportunities to
rural households, especially those belonging to the economically weaker sections of the society. The
program aimed to provide at least 100 days of wage employment to every rural household that
demanded work. The program was designed to address the problem of unemployment and
underemployment in rural areas, which was a major cause of poverty and distress migration.

OBJECTIVES
OF MGNREGA
The main objectives of the MGNREGA program are to enhance the livelihood security of rural
households by providing them with employment opportunities and to create sustainable assets in the
rural areas. The program aims to achieve the following objectives:
1. Employment generation: The primary objective of the MGNREGA program is to provide
employment opportunities to rural households. The program aims to provide at least 100 days of
wage employment to every rural household that demands work. The program provides a legal
guarantee of employment to the rural population and ensures that they are not subjected to
exploitation by the employers.

OF MGNREGA

respective states.
The implementation of the program is carried out through a three-tier structure consisting of the Gram
Panchayat, the Block, and the District levels. The Gram Panchayat is responsible for the identification
of beneficiaries, the verification of job cards, and the allocation of work. The Block level is responsible
for the supervision and monitoring of the work done by the Gram Panchayats, while the District level is
responsible for the overall management of the program.
