DEFINITION OF GOVERNMENT
According to United States Declaration of Independence
“… to secure these rights [life, liberty, and the pursuit of
happiness], governments are instituted among men,
deriving their just powers from the consent of the
governed.”
MEANING OF GOVERNMENT
• A group of people who takes care and governs the country is
called a government .
• Without a government , there would be no one to look after the
welfare of the citizens or the problems people are facing .
• A government is the one who makes the decisions and whenever
necessary can also enforce a decision .
• A government , on behalf of the people, takes decisions , actions
to protect the country .
WORK / ROLE / FUNCTIONS OF A
GOVERNMENT
Following are the roles of government:
(a) Agricultural Growth:
India is an agro-based country. The main occupation of the Indians is agriculture and its allied activities like farming,
poultry, cattle rearing, fishing, animal husbandry etc. However, due to defective planning and improper
implementation the productivity of Indian agriculture is very poor. Improper land tenure system, wrong landholding
inadequate credit system, primitive technology and old system of ploughing and irrigation etc. are the main reasons
behind low productivity of Indian agriculture. To overcome all these difficulties, government adopts several measures,
including land reforms, new tenancy system, economic subsidy etc. for the growth of per hectare agricultural
production.
(b) Industrial Growth:
Proper credit facilities and adequate subsidies are also provided to the industrialists to increase their scale of
production.
(c)Efficient Utilisation of Resources:
All the countries have different types of natural and economic resources for their own use. These resources are used
optimally to satisfy maximum wants among the economy. This will enable the country to achieve the path of economic
development. Hence, efficient utilisation of domestic resources is the main role of the government.
(d) Maintain Law and Order:
The government or the state plays an important role in maintaining peace law and order within the economy through
effective administrative system. The state runs defence, police and court to maintain peace and order both externally and
internally.
TYPES OF GOVERNMENT
Government can be defined as for the people by the people of the people.
It can be classified into several type:-
1. Democracy:
the word democracy literally means rule by the people in a democracy the people.
2. Monarchy:

Levels of Government
The government has a lot of work to do like maintaining the healthcare infrastructure, maintaining a proper
relationship with the other countries, in other words, maintaining its foreign relations, and most importantly,
working for the fulfillment of the country’s needs and wants and India being a huge diverse country with
different states having different issues and problems, it becomes difficult to manage everything from the centre
and that is why there is a need to have different levels of government.

The Indian government works on three different levels:
The local level means a locality , village.
The state level

The Way Government Functions
Do you know how much laws and rules are important? They help
maintain peace in the society, avoid clashes and help maintain unity in
the country.
Laws – The government makes certain laws which the citizens are bound to follow . For
example , child marriage is banned in India . If any person is caught doing such type of activities
, strict action is to be taken . Also , people are allowed to go to courts to get justice when there
arises some kind of injustice or crime against someone .So , the laws and government maintains
and protects the country.
DEMOCRATIC GOVERNMENT
The main feature of a democracy is that the people have the power to elect their
leaders. So a democracy is rule by the people.
The basic idea is that people rule themselves by participating in the making of
these rules.
Democratic governments are referred to as representative democracies.
In representative democracies people do not participate directly but, instead,
choose their representatives through an election process.
DEMOCRATIC GOVERNMENT
These representatives meet and make decisions for the entire population.
⚫ Universal adult franchise (right to Vote) This means that all adults in the country always like
this. allowed to vote. But it was not always like this.
Writing in the journal Young India in 1931, Gandhi ji said, "I cannot possibly bear the idea
that a man who has got wealth should have the vote, but that a man who has got character
but no wealth or literacy should have no vote, or that a man who works honestly by the
sweat of his brow day in and day out should not have the vote for the crime of being a poor
man...
KEY FEATURES OF DEMOCRATIC
GOVERNMENT

Suffrage Movement –
During the first world war , men were away fighting so
women were called for several works . Women started
handling those kinds of works and that’s when people started
noticing the unfair stereotypes that had been going on.
So women were seen as equally capable of making decisions
as men . Suffrages started demanding the right to vote for all
women.
During the first world war , the fight for the participation of
the women and poor strengthened. This movement is called the
women’s suffrage movement.
Conclusion :
India had to go through a lot of struggles and pain to get independence . After that , India
became a democratic country . The different levels of government have different kinds of
responsibilities which keeps our country working in a proper manner . So ,it is our
responsibility now to become a better citizen for the country by obeying the laws and rules
which are stated for the welfare of our own country .
