ORGANIZATION OF
FIRE BRIGADES
REQUIREMENTS
SECTION 6.0.2.1.
All business establishments
employing at least fifty (50) persons
shall, in addition to the requirements
set forth under Section 7 of RA 9514
for the grant of Fire Safety Inspection
Certificate (FSIC), establish an
organization of fire brigade to deal
with fire and other related
emergencies.
The head of the company,
through its duly designated safety
officer shall evaluate the potential
magnitude of a fire emergency
within the company, and the
availability of firefighting assistance
from the BFP to determine the
nature of the organization to be
established.
For buildings having
various occupancies, the Building
Administrator and/or owner shall
initiate the organization of a fire
brigade in the premises
irrespective of the number of
occupants.
In cases where a fire
brigade is already established for a
building, said fire brigade shall be
sufficient to comply with the
requirements of para “A” of this
Section.
• All barangays shall likewise
endeavor to organize their own Fire
Brigade.
COMPOSITION
SECTION 6.0.2.2.
The organization of
company fire brigades shall consist
of the Fire Brigade Chief, which
shall be designated by the head of
the company, and shall be assisted
by selected personnel.
In companies where more
persons are available, they must
be organized into teams to
function as a fire brigade
established according to its needs.
The organization shall be
such that a fire brigade is on duty
or on call at all times.

SCOPE OF TRAINING
SECTION 6.0.3.3.
• All members of the fire brigade shall
undergo training on fire suppression,
rescue, emergency medical services and
related emergency response.
• They shall be instructed on the handling
of available fire rescue apparatus,
equipment, devices and tools.
Training
The training program
shall be adapted to suit the
purpose of the particular brigade.
It shall include fire
suppression strategies, tactics,
techniques and the use of
portable fire extinguishers and
other equipment, devices and
tools.

SECTION 6.0.4.1.
Practice drills shall be held
to check the ability of members to
perform the operations they are
expected to carry out. Drills shall be
occasionally held under adverse
weather conditions to work on special
procedures needed under such
circumstances.

• Periodic evaluation of the equipment
available of fire fighting.
• Provision of plans of action to meet
possible fire situation in the plant or
community subject to the approval of
the establishment head.
• Periodic review of the brigade roster
and preparation of recommendations.

Incident Command Post (ICP)
The Incident Command
Post (ICP) is one of five pre-
designated temporary facilities
and signifies the physical location
of the tactical-level, on-scene
incident command and
management organization.
It typically comprises the
Incident Commander and immediate
staff and may include other
designated incident management
officials and responders from Federal,
State, local, and tribal agencies, as
well as private-sector,
nongovernmental, and volunteer
organizations.
Typically, the ICP is located at
or in the immediate vicinity of the
incident site and is the focus for the
conduct of direct, on-scene control of
tactical operations. Incident planning
is also conducted at the ICP; an
incident communications center also
would normally be established at this
location.

training and equipping all
personnel assigned to perform
medical or first-aid services in an
emergency.

medical self-help operations and
controlling access to medical
supplies, as required, to assure
their proper use, conservation,
and availability for emergency
use.

governing the emergency treatment
of ill and injured persons, the
maintenance of adequate sanitation
and hygiene standards, and other
matters relating to emergency health,
hygiene and medical activities within
the building during an emergency, or
during the occupation of shelter
