Barangay Development Plan Guide

The Barangay Development Plan (BDP) is a multi-sectoral document that contains priority programs and projects to address the different needs of the community. Writing the Barangay Development Plan

The BDP is multi-sectoral in character.

 It contains priority programs and projects that respond to


the different sectoral and multi-sectoral concerns of the
community (thus, the attainment of planned development
goals and objectives).

 It serves as guide for barangay government to efficient use of


limited resources.

Outline and basic contents of the BDP
1.0 Background  This section will provide a brief summary of the Barangay profile
highlighting important information and details about the barangay.
 It should be able to also explain briefly how this BDP relates or will
relate to the CDP as well as the Executive Legislative Agenda (ELA),
when available.
 The suggested key contents maybe drawn/culled out the CBMS, from
the CDP, from the current or previous BDP, and other available plans.

2.0 Situational  This section will provide information on “what is currently happening
Analysis and is projected to happen” in the barangay given the impacts of climate
change.
 This section should present the scope and key findings of the problem-
solution finding matrix, capturing socio-economic situation, and as
intensified by climate change and other natural hazards
 The suggested key content can be derived/culled out from CCA/DRRM
compliant CLUP, CDP, LDRRMP, LCCAP, CBMS analysis and other
data and plans.

Outline and basic contents of the BDP
3.0 Objectives of the  This section should present the goals and objectives of the BDP,
given the details presented in Section 2 above.

4.0 Programmes,  This section would present and explain the Programmes, Projects and
Projects, & Activities of the barangay given the objectives set in the BDP.
Activities (PPAs)  The PPAs and legislations should explain all the details.
and Policy  The PPAs and legislations that will support capacity development (CapDev)
Requirements should be an important part of Section 4 of the BDP.

5.0 Section 5:  This section provides details of the monitoring and


Monitoring and evaluation (M & E) plan of the LGU based on the PPA
Evaluation details showing how results and accomplishment will be
monitored, and evaluated. It should also indicate the
person responsible for monitoring the plan.

Key Messages:

 The BDP is an official document required by law, therefore,


processes should be efficient utilization of resources
towards self-reliance, safe and resilient communities.

 Support and engagement with available partners and sectors


operating in the barangay should be maximized. The BPT
should be in place.

 Prepare the plan, in harmony with the city/municipality.

 Data, data and data.
