SUBCHAPTER 2-C: ATTACHED AGENCIES
AND CORPORATIONS Section 31

 Philippine Commission on Sports Scuba Diving


The Philippine Commission on Sports Scuba Diving will be joined
to the Department and put under the oversight of the Secretary, who
will be the ex officio Chairperson of its Board of Trustees. It will
attempt measures to give the standard rules to all levels or sorts of
divers, manage the sports and making of the safety and guarantee the
security of the sport, in a joint effort with the Office of Tourism
Standards and Regulations, including the guideline of the authorize
scuba diving establishments.
 Rationalization of Tourism Areas, Zones and Spots.
Other Places explicitly characterized as a tourism area,
SUBCHAPTER zone or spot under any uncommon or general law,
order or official issuance will, the extent that
2 D: CONTROL practicable, be coordinated into a TEZ under the
arrangements of this Act. Concerning the Tourism area
AND zones, the Department, through suitable plans, may
transfer control the to another office or agency, or to a
SUPERVISION LGU. This shall only be effected upon the submission
OF AREAS by the latter, within a reasonable time, of
comprehensive development plans for the use,
WITH preservation and promotion of these zones. Such
exchange will not have impact on the control of the
OVERLAPPING Department over these zones, territories or spots.
JURISDICTION The Department will practice administrative controls
over agencies, office or LGU as per the particulars of

S the exchange or the development plan of the zone.
Where an agency or office or a LGU neglects the plan
arrangement of the Department, the Department may
regain power over the travel industry zone.
 The Department, along with the
Department of Environment and Natural
Resources (DENR), will recognize zones
covered by the NIPAS with ecotourism
possibilities and cultural heritage values,
and ready the arrangements, plans and
projects for their safeguarding,
preservation or transformation into TEZs.
SECTION The designation of these areas as TEZs
will be on the Subchapter IV-A of this
33 Act.
 The ecotourism sites in the National
Ecotourism Strategy pursuant to
Executive Order No. 111 (1999) may also
be developed into TEZs with the National
Ecotourism Steering Committee
responsible for finding the appropriate
TEZ operator for the sites.
 The Department, as per the National
Tourism Development Plan and local
government initiatives, will organize with
the Department of Public Works and
Highways (DPWH) and the Department of
Transportation and Communications
(DOTC) in the foundation of a travel
industry framework program in the separate

work projects of said offices,  identifying 34
therein vital access roads, airports, seaports
and other infrastructure requirement in
identified tourism areas. The said offices
and the Department of Budget and
Management (DBM) will fund the
infrastructure program.
