POLICE OFFICE IN REDUCING
INCIDENTS INVOLVING CHILD IN
CONFLICT WITH THE LAW (CICL)
IN TACLOBAN CITY
INTRODUCTION
• It is believed that the key to a better future rest in the hands of today’s
children.
• As the prime law enforcer in Tacloban City, the Tacloban City Police
Office (TCPO) exert great efforts to ensure the protection of every child
in the locality.
• One major challenge in relation to Child Protection and Welfare is the
direct involvement of children in crimes.
• The state recognizes the vital role of children and the youth in nation-
building and shall promote their physical, moral, spiritual, intellectual
and social well-being.
• By definition a child refers to a person under the age of eighteen (18)
years
• While a Child In-Conflict with the Law (CICL) refers to a child who is
alleged as, accused of, or adjudged as, having committed an offense
under Philippine laws.
KEY POINTS
• Sworn duty of the Police to Serve and Protect, specially the most
vulnerable sectors such as Children
• CICLs are likely to have experienced abuse and neglect in their own
homes and in their immediate environments.
• They are now forced into harsh and dehumanising situations within
the adult criminal justice system that expose them to further abuse
and tarnish any hope for them to be reintegrated into their families
and communities and become responsible and productive citizens.
THE CASE
• This study on the approach of Tacloban City Police Office in reducing
incidents involving CICLs in Tacloban City will provide a viable strategic
template for all other police offices nationwide in matters promoting
safety and welfare of children.
• This will highlight the positive impact of the identified strategies to
the over-all peace and order situation in Tacloban City

• Tacloban City Police Office covers 138 barangays of the Highly
Urbanized City of Tacloban. It supervises two (3) police stations:
Police Station 1 located at San Jose, Tacloban City, Police Station 2
located at Abucay, Tacloban City and Police Station 3 at New
Kawayan.
• TCPO has a total strength of 524 with a breakdown of 39 PCOs; 475
PNCOs; and 10 NUPs. The police population ratio is at about 1: 764.
Population by Age Tacloban City has a total population of
251,881 and those aged 14 below,
consisting of the young dependent
population including infants/babies,
children and young adolescents/teenagers,
make up an aggregate of 31.25% (75,655).
In reference to the population of Tacloban,
there are 48 youth dependents to every
100 of the working age population.
• With the development of the PNP
E-Blotter System or CIRAS (Crime
Information Reporting and Analysis
System) tracking and monitoring of
CICL cases from 2018, 2019 and
2020 showed that there has been
an increase of 52 cases recorded by
the investigation units of TCPO.

• Children’s difficulties and vulnerabilities should be resolved in
communities with resolutions according to the gravity or seriousness
of the offense or if the situation will create further offense. Diversion
is composed of various processes that can be used to ensure that
CICLs are prevented from entering formal justice system or jail
facilities. Police officers and social workers collaborate to provide
warnings, mediation or written agreement in favor of CICLs.
• The care of children matters. It affects how life is lived; influences
capacity to develop, both as individuals and as a society; and it
reflects aspirations for the kind of world to live in.

• In the 4th quarter of 2020, Tacloban City Police Office in coordination with the
Local Government Unit of Tacloban City through the City Social Welfare and
Development formulated revitalized plans, programs and activities highly
focused on “Child Welfare Protection” and Primary Level Crime Prevention.
• TCPO’s revitalized strategies used proactive measures such Community
Education on Laws promoting Child Protection, Youth Leadership Trainings
and Sports Development Activities for CICLs and those children at risk as well
as minors in various barangays of Tacloban City in coordination of the
Sangguniang Kabataan and PYAP Tacloban (Pag-asa Youth Association of the
Philippines).
• Tacloban City Police Office envisioned the creation of “BIBLIYANIHAN”.
BIBLIYANIHAN is a compound word formed from the tagalog words,
‘’Bibliya’’ or Bible and ‘’Bayanihan’’ or Working Together for a Common
Goal. This innovative best practice is anchored in the PNP Core Value
“Maka-Diyos”.
• “BIBLIYANIHAN” is designed for children ages 15 and below residing at
different barangays of Tacloban City to include identified CICLs. More so,
the activities are concentrated at barangays with elevated crime
incidents involving minors. This is carried out with the participation of
faith-based organizations in Tacloban City
• Is an information drive that utilize a mobile cart with bookshelves displaying
religious materials like colorful bible story books and flip charts will be
brought to target barangays for children to use during story-telling sessions.
• These sessions were led by focal persons from the children ministries of
partner religious organizations in Tacloban City. Participative approached will
be employed in every discussion through role playing, book coloring, verses
memorizing, action songs and similar activities from children audience.
• This also serve as medium for anti-criminality information drive such as
discussions of the salient features of ‘’Kabataan Kontra Droga At Terorismo
(KKDAT). A PNP advocacy support group that moves to empower, encourage
and strengthen active involvement of the youth in suppressing illegal drugs
and threats from youth deceptive recruitment of Communist Terrorist Groups.
• Tacloban City Police Office promotes holistic and proactive measures to protect children
and prevent their involvement in crime-related incidents. The implementation of
“BIBLIYAnihan”, Community Education on Child Protection, Youth Leadership Workshops
and Sports Development Activities spearheaded by TCPO, LGU Tacloban and other
concerned advocacy support groups in areas with elevated CICLs of Tacloban City
provided an avenue for empowerment of children and their respective families towards
safety, welfare and over-all development.
• In 2021, TCPO was able to record only 30 CICL cases. This is the lowest CICL case
prevalence in Tacloban City since 2018. The decrease in CICL-related crimes resulted in
reduction of the total crime volume in the City.
• It is highly recommended that TCPO continue implementation of BIBLIYAnihan not only
for the children more so for the parents with constant evaluation of the measures being
conducted to promote child protection and prevent CICL incidents.
The Action Plan Summary
Rationale: It is a social responsibility to ensure protection, safety and welfare of children through innovative projects that will promote
not only the physical well-being of children but more so their spiritual growth. Thus, Tacloban City Police Office formulated a
revitalized, holistic and proactive strategy through the “BIBILIYAnihan”.
