 Characteristics of a
community, system, person
that makes it at risk to the
damaging effect of a Hazard
 A set of conditions and
processes resulting from
physical, social, economic and
environmental factors, which
increase the susceptibility of a
community to the impact of
hazards. (UNISDR, 2009)

the capability and coping ability
of schools, households, and
communities to manage when
disaster hits.
• The combination of all the
strengths, attributes and
resources available within a
community, society or
organization that can be used to
