Regional Juvenile Justice and Welfare Committee

The document summarizes a workshop on formulating a local situational analysis and comprehensive juvenile intervention program from 2018-2022. It discusses results-based management, which ensures all actors work together to achieve desired results. It emphasizes analyzing the root causes of social issues to fully address them. The document provides an example analysis of causes of children in conflict with the law in three levels: demand (family), supply (community services), and enabling environment (laws, policies). The analysis identifies specific determining factors at each level to comprehensively understand and resolve the issue.

Objective - By the end of the session, you should be able to:

 Demonstrate appreciation and understanding of

the basic principles of RBM.

 Apply the principles of RBM in the formulation of

Lately, there has been a
strong emphasis of
development programmes on

RESULTS
RESULT-BASED
MANAGEMENT (RBM)
A MANAGEMENT STRATEGY BY WHICH ALL
ACTORS ENSURE THAT THEIR PROCESSES,
PRODUCTS AND SERVICES CONTRIBUTE TO THE
ACHIEVEMENT OF DESIRED RESULTS .

(MEANING: NO ONE PERSON OR DIVISION IN AN

WORKS SEPARATELY FROM THE OTHERS)

Results-Based Management
 A MANAGEMENT APPROACH FOCUSED ON DEFINING, MEASURING AND ACHIEVING RESULTS

 IMPROVES EFFECTIVENESS & ACCOUNTABILITY

 MOBILIZES ALL RESOURCES TO ACHIEVE RESULTS

 PERFORMANCE MONITORING IS ESSENTIAL ELEMENT TO ASSESS PROGRESS TOWARDS KEY RESULTS

AND MAKE CHANGES IF NECESSARY

Results-Based Management
 To fully and effectively address a social problem, there
is need to address all the barriers/factors that cause
that problem.

 Interventions to address the barriers/ factors must not

only be necessary, but also sufficient and sustainable
to achieve the expected result. (Dapat at sapat-sapat)

Lesson: It is important to analyze thoroughly the factors
that cause a social problem in order to address it effectively,
fully and in a sustainable manner.

Question: How do you systematically, logically,

and effectively analyze the causes of a social issue?

Answer; Causality Analysis

What is “causality analysis”?
 Deeper analyses of a human situation.
 Explains WHY a situation occurred.
 Explores meticulously the factors that cause a social
problem at different levels: demand side, supply
side and enabling environment .
Examples:
 Can malnutrition be fully addressed through a supplementary
feeding program only?
 Can health issues in a remote community be addressed by
medical missions?
 Can drug addiction problem be addressed by killing the drug
users and drug pushers?
 Can CICL be eradicated by putting up Bahay Pag-asa in all
provinces?
The process of doing

problem is from studies or
existing researches

1. What is the problem? Where is the problem?

2. How big is it? What is the scope and extent?
3. Who are affected? How many are affected?

Local Causality Analysis

 In Limay, Bataan, a total of 530 cases of CICL have been
reported from 2012 to 2016.

 Most of the CICL come from the barangay of ________,

followed by ____________.

 ________ has the least number of CICL due to…..

 Data shows that there has been a significant increase of
CICL from 2014 to 2016.

Manifestations of the Problem

 CICL with ages 15 years old and below had a total crime
volume of ___ while those above 15 but below 18 years old
had a total crime volume of ___. This means that…

 There are more boys than girls from amongst the total
number of CICL.

 The top 5 crimes committed by CICL were: theft, physical

Injury, rape, robbery, and act of lasciviousness. Most of the
cases were on small theft.

 Are there available facilities catering to CICL that comply with govt .
Criteria?
 Are the service providers properly trained?

3. Enabling  Are relevant laws effectively enforced?

Analysis
1. Demand  Parents/caregivers use violence to discipline children
Side pushing them to ran away from home and live on the
streets where they get entangled with the law.

 Children of poor families are easily lured to vices (gambling,

drugs, etc) because they don’t get proper guidance from
their families. They eventually break laws to support their
vices.

 Children are not oriented on proper values.

2. Supply Side  No opportunities for children in communities
 Children are lured to rampant vices in community
 Most LSWDOs are not social workers.
 Service providers are not fully equipped to handle CICL.
No focal person in the RJJWC.
 LGUs do not cater to CICLs
 Only two Bahay Pag-asa in the whole Region.
 RCCY is inadequate to house the CICL
 Convicted CICL mixed with adult criminals
 Diversion program is weak.

 Many laws relevant to child protection passed
but weak on enforcement, no monitoring
 Most of the BCPCs are non-functional.

If you want to make a change in the lives of children, you need to
breakdown all the barriers or drivers or issues that prevent them from
fully enjoying their rights.

CAUSALITY ANALYSIS – is the tool that will help

you identify those barriers or drivers or issues

NOTE: Make sure that interventions match the drivers
