By virtue of RA 8044 or the “Youth in Nation
Building Act of 1995”, the National Youth
Commission is mandated to be the policy-
making coordinating body of all youth-related
institutions, programs, projects and activities of
the government.
OUR RESPONSIBILITY:
YOUTH-IN-NATION BUILDING
• NYC aspires for an enabled, involved and patriotic
youth realizing their aspirations.
• Its mission is “to promote sustainable developmental
policies and programs for and with the Filipino
Youth.”

developed, participation-focused plan to
enable, promote, and ensure the rights and
welfare of the Filipino youth.

• In Health by:
– Ensuring youth participation in healthy living;

sexual and responsible health;
– Addressing and mitigating youth participation in
sexual risk-taking behavior;
– Addressing and mitigating youth participation in
non-sexual risk-taking behavior; and
– Addressing psychosocial concerns.
WE NEED THE YOUTH:

• In Education by:
– Increasing and improving youth participation in
education; and
– Improving educational quality and performance.

• In Economic Empowerment by:
– Optimizing youth participation in the labor force;

– Promoting youth participation in entrepreneurial

• In Social Inclusion and Equity by:
– Promoting the prosocial participation of youth with special needs;
– Maximizing participation of youth with disability in society;
– Promoting the participation of indigenous people youth in society;
– Strengthening equal and equitable participation across genders
(addressing violence against women);
– Strengthening equal and equitable participation across genders
(addressing job discrimination);
– Strengthening equal and equitable participation across genders
(addressing issues confronting LGBTQ+); and
– Strengthening equal and equitable participation across genders
(addressing male enrolment and attrition).
WE NEED THE YOUTH:
MAJOR CHANGE-MAKER
• In Security by:
– Strengthening youth participation in promoting
peace and order;
– Optimizing youth participation in the peace
process;
– Promoting the prosocial participation of youth
with special needs (wayward youth); and
– Promoting the prosocial participation of youth
with special needs (drug-dependent youth).
WE NEED THE YOUTH:
MAJOR CHANGE-MAKER
• In Governance by:
– Ensuring universal participation in the
Sangguniang Kabataan (SK);
– Ensuring universal participation in (non-SK) local
and national elections; and
– Promoting youth participation in government and
bureaucracy.

• In Active Citizenship by:
– Strengthening enabling mechanisms for youth
organization and participation: accreditation,
awareness and assistance;
– Engaging the youth in the preservation,
safeguarding, development, and promotion of
Philippine culture and arts; and
– Inculcating volunteerism through the academe
and community engagement.
