PRIMARY ELEMENTS TO AN
EFFECTIVE OHS MANAGEMENT
Prepared by: Edward Maala
Background
Safety is not something to be compromised, therefore we should follow
sets of rules and to ensure that we would be working in a safe place.
This would be called OHS Management, which would thoroughly
discuss what employees and their employers should do to make their
environment as hazard-free as possible.
Outline
2.1 Management Commitment
2.2 Employee Involvement
2.3 Workplace Analysis
2.4 Hazard Prevention and Control
2.5 Health and Safety Training
2.1 Management
Commitment
Management Commitment
Leadership and commitment by senior management (the CEO or most
senior management) provides the vision, establishes policy, sets goals,
and provides resources to lead and support the implementation of your
OHS management programs and system.
Management System and Systematic
Management
• Management systems must meet a given criteria precisely.
• It is not called a ‘system’ if all of its criteria are not met
• Systematic management – a limited number of mandated principles
for a systematic management of OHS, applicable to all types of
employers
• May be simple or highly detailed, usually depending on the
establishment
Steps on Making a Management System
Step 1:
Commitment to a Safe Workplace (framing a policy based on
consultation).
Step 2:
Recognizing and Removing Dangers (using a danger identification list).
Step 3:
Maintaining a Safe Workplace (including safety checks, maintenance,
reporting dangers, information and training, supervision, accident
investigation, and emergency planning).
Step 4:
Safety Records and Information (including records and standards required to
be kept by law).
Steps on Making a Management System
1. Develop and Support a VSP
2. Support Safety Initiatives and Participate
3. Finance
4. Lead by Example
5. Coaching and Feedback
6. Reward and Recognize
Develop and Support a VSP
• Make Vision, Strategy, and Plan
• The manager would ask himself “Why am I doing this initiative?”
• From there, different strategies are made with plans to support the said
strategies
Health and Culture – a common initiative of the people in promoting a
healthy and safe environment which is a mindset and paramount values.
There is a Human –Machine Interface (HMI) to further analyze the
work/tasks at hand. It illustrate the operator controls are situated in the
machine and can manipulate it with array of buttons, switches and indicator
lights.
Support Initiatives and Participate
• Ask questions, especially in meeting and discussions
• Gives positive impact on employees
There must be trust and respect where employees believe in their
managers.
Manager’s role is not to control the employees and fear should not be a
factor in employees being reluctant to participate.
Finance
• Management must invest money for safety
Lead by Example
• Part of supporting initiatives
• Management should not do less in terms of safety compared to their
employees
Coaching and Feedback
• Coach employees on what they should do for safety
• Give proper feedbacks
Open communication creates a strong climate of supports and
cooperation among employees thus feedbacks are given and received.
Reward and Recognize
• “What gets tracked gets done; what gets rewarded gets done better.”
Reason for Management Commitment
• To ensure employees safety
• Management is held liable to most accidents that will occur in a
workplace

For more effective OH Management System, Job Hazard Analysis (JHA)
must be well though off and a regular routine practices wherein it
focuses on job tasks to identify hazards before they occur.
Management Change cannot be prevented when employees are
compelled to exercise safe work practices. Changes has to be
management properly and it considers three steps that’s proven
effective:
Unfreeze – Introduction of new ways of doing work.
Change – implementing and generating new ways of doing work.
Freeze – Assessment of the consequences or outcome.
Management by OSHS (PH)
The business operations that is not covered in the OSH Standards are
shipping, transportation and Mining .
The OSH standards contains various rules that provides guidance in the
H and S Organization, its composition and responsibilities. It has the
provision ofr investigation and reporting that helps to identify the gap
between legal requirements and the actual situations.
