Relationship with the case
studies
International policies have evolved throughout the years to have a
sustainable development. One of the many international policies
concerning sustainability is the United Nation’s Sustainable
Development Goals adopted by world leaders last September 25, 2015.
The researchers would focus on SDG Goal 14 “Life below Water” which
aims to conserve and sustainably use the oceans, seas, and marine
resources for sustainable development specifically in the island of
Panay, Philippines.

Objectives
◉To prove or disprove the interlinkages of key actors across
sectors, across societal actors and across low, high and medium
high income countries in the implementation and monitoring of
mangrove restoration projects in Capiz and Aklan in line with SDG.
◉To evaluate the mechanisms and strategies utilized by the key
actors in order to consolidate their different interests in respect to
achieving sustainability through the four-dimensional model of
sustainability.
◉To identify the contribution of community-based projects to
global policies under SDG.

Project Title: Katunggan it Ibajay Ecopark (KII)
Project Location: Brgy. Bugtongbato and Brgy. Naisud, Ibajay, Aklan, Philippines
Project Date: 2012 – 2017
Project Rationale: VISION
Katunggan it Ibajay Ecopark will be a notable ecotourism
destination with local government, community, and private agency
partnerships to promote mangrove conservation and helping
people around the globe experience nature interacting with culture.

Project Title: Linking community resilience and sustainable coastal protection in the Philippines
Project Location: Balaring, Buntod, Pedada
Project Date: April 2014 – March 2017
Project Rationale: In late 2013, the Visayas region of the Philippines was devastated by 7.2
magnitude earthquake that hit Bohol, followed by Typhoon Haiyan that hit
Northern Cebu and Northern Panay a few weeks later. The Philippines has over a
1000 marine protected areas (MPAs) throughout the country, however the
combination of increasing disasters and climate change underline the need to
increase coastal habitat protection and community resilience. This project will
augment current community-based MPAs by a) using MPAs and mangroves as
focal points for community recovery following natural disasters, b) linking
livelihood diversification directly to MPAs and mangroves, c) rehabilitating
mangroves, essential for fisheries production and coastal protection, and d)
increased by connecting MPA size and management effectiveness (Koldewey &
Savaris, 2015).

◉Co-Initiating.
• ZSL worked with 6 different communities.
• Community organizers were a core part of the project team in order to
strengthen existing People’s Organization
• Formation of Mangrove Convergence Initiative through CRMP which is
composed of key agencies and institutions (DENR, BFAR, and academe).
• Forge Agreements with Partner LGUs, LGA and Academe in order to seal
the partnership, define partners’ roles and accountability to have
udnderstanding and unity.

◉Co-sensing.
• The project team conducted cross visit and study tours in the area to get
to knoe the situation of the community.
• They held a “Lakbay Aral” which was headed by ZSL and attended by
PO, lGU, NGO partners at Bakhaw Park, Kalibo, Aklan.

◉Presencing.
• They all agreed in the making of a municipal ordinances making the area
a mangrove rehabilitation area.
• The community and LGU identified key actors with their specific roles
and responsibilities in the projects in order to have a successful
outcome of the project.

◉Co-creating.
• LGU was responsible in the formulation and passage of the ordinance;
leads in the fund sourcing; and deputize the forest guards together with
DENR.
• METB formulated policies and guidelines on the management,
protection and utilization of mangroves. It monitors and evaluates the
ecoparks; supervises ecopark management.
• Pos implements the policies; performs daily activities in the ecopark
(tour guides, caretaker, maintenance, forest guards) and monitors
effectiveness of policies passed.

◉Co-evolving.
• After the project implementation, METB with LGU released its business
plan that has a vision “Katunggan it Ibajay Ecopark will be a notable
ecotourism destination with local government, community, and private
agency partnerships to promote mangrove conservation and helping
people around the globe experience nature interacting with culture.”
They used this kind of strategy to have some source of fund in
maintaining the ecopark and not only depends on other source of
funding such as the NGOs and the LGU.

◉Co-initiating.
• The project started with a detailed planning session with the Senior
Management Team of ZSL.
• Various stakeholders were invited that involved community organizers
and local community organizers.
• COs started onsite immersion to present the project to LGU and PO
partners.
• The planning also included the contents of the Memorandum of
Agreement that spelled out the partner’s roles and responsibilities.

◉Co-sensing.
• Socioeconomic and biological profiles are underway especially after a
deep observation done by Cos and LCOs.
• Observation was done through facilitated focus groups discussions
(FGD) and household surveys.

◉Presencing.
• In coming up with possible livelihood programs, the team implemented
a bamboo distribution 57 oyster farmer beneficiaries met to agree on
number and the manner of distribution,
• They were able to reach agreements to abide with existing Municipal
Fisheries Ordinance of Ivisan LGU and improve previous practies.

◉Co-evolving.
• ZSL participated in a multi-disciplinary working group of local, national,
and global experts to examine best pratices and policies for mangrove
restoration.
• ZSL has been invited by Cordiad to explore replication of the Darwin
project approaches in other sites in the Philippines and potentially in
Indonesia.

◉Co-creating.
• The mangrove restoration project established the Village Savings Loan
Association (VSLA). VSLA increased financial security of villagers.
• The community are the key actors in the livelihood programs which
dealt directly to mangrove-related enterprises.
• The project also started with a Coastal Clean-up Drive with participants
coming from communities and organizations, PO and Pawa National
High School in Capiz.
