Meaning of Public Policy
It is course of Government Action or inaction in
response to Public Problem.

chooses to do or not to do.

government units to its environment.
A/c to “Richard Rose” – Public Policy is not a decision,
it is a course or pattern of activity.

Policy Making
Policy-making is the making of policies.
The activity of deciding new policy by
political party or govt.
It involves decision making but every
decision is not policy.
Action by some line official or body to
reject, alter or accept a preferred policy
alternative.
Steps in Policy-making
Understanding and analysing of the present
environment, both external and internal;
Identification of policy alternatives to achieve
the goals in the anticipated environment;
Examination of the alternatives;
Elaboration of the consequences of various
alternatives;
Effect of alternatives and consequences on
preferred values and norms;
Selection of policies.
