 It is course of Government Action or inaction in
response to Public Problem.

chooses to do or not to do.

government units to its environment.
A/c to “Richard Rose” – Public Policy is not a decision,
it is a course or pattern of activity.

projected programme of goals, values, and practices.
Policy Making

 Policy-making is the making of policies.


 The activity of deciding new policy by
political party or govt.
 It involves decision making but every
decision is not policy.
 Action by some line official or body to
reject, alter or accept a preferred policy
alternative.
Steps in Policy-making

 Understanding and analysing of the present


environment, both external and internal;
 Identification of policy alternatives to achieve
the goals in the anticipated environment;
 Examination of the alternatives;
 Elaboration of the consequences of various
alternatives;
 Effect of alternatives and consequences on
preferred values and norms;
 Selection of policies.
