This study examines past and current Disarmament, Demobilization and Reintegration (DDR) programs in the Philippines for ex-combatants. It aims to identify problems and limitations that have resulted in unsuccessful reintegration into society. Specifically, the study will review DDR programs, determine issues that led to failure, and recommend interventions to rationalize, integrate and institutionalize DDR efforts to ensure ex-combatants are successfully reintegrated. The scope involves examining relevant documents and interviews with officials involved in peace negotiations. The goal is to develop an integrated reintegration program for ex-combatants in the Philippines.

Problem Statement
• Thru the years, Philippines Gov’t have designed and
implemented separate DDR programs for each “threat”
group; each “political administration” approach resulted
to no continuity
• Due to their specific violent skill-sets, ex-combatants
may form or join new or other militant groups, go into
criminal activities, or instigate a recurrence of violent
action if they’re unsuccessfully reintegrated into society
• This has happened to the Philippines which has no
integrated and institutionalized Reintegration Program
for Ex-Combatants to ensure that they are successfully
reintegrated into society.
Objectives of the Study

• This study will focus to attain the following:


1. Review past and current government DDR programs.
2. Determine problems and limitations in the
government’s past/present DDR programs that
resulted to failure of reintegration of ex-combatants
into society.
3. Recommend interventions to rationalize, integrate and
institutionalize DDR programs to ensure ex-
combatants are successfully reintegrated into society.
