INTRODUCTION
Site analysis is a preliminary phase of architectural and urban design
process dedicated to study a geographic , infrastructural, historical
and legal context of a specific site. The result of this analytical
process is a summary, usually graphical sketch, which sets in relation
the relevant environmental information with morphology of the site
in terms of parcel , topography and built environment related
strategies during design process
DEFINITION OF TECHNICAL TERMS
PHYSICAL PLANNING:IS the art and science of ordering the use of land
and siting of buildings and communication routes so as to secure the
maximum practicable degree of economy, convenience, and beauty -
Keeble, 1969.
TECHNICAL REPORT: this is a professional write up, brief, focused detail that
are relevant for a particular purpose
APPLICATIONS: Formal paper presentation to seek approval on an issue
PLANNING PERMIT: an expression or permission granted for the realisation of
proposed physical development
ASSESSMENT: Evaluation of a project report, or things against a set down
standard.
CIVIL SERVANT: Government employee entrusted with the administration of
the state by formulating and implementing approved Government policies,
irrespective of his personal or private opinion.
TOWN PLANNING OFFICER: A professional civil servant entrusted with the
sustainable development of an area.

Definition of SARAP
Site Analysis Report and Plan can be described as a
documentation of the proposal for a physical Development
Plan on a particular site within the concept of general
development plan giving details of the proposal in relation
to the adjoining development.
IMPORTANCE OF SITE ANALYSIS
SARAP Identifies:
The key influence on the design of the site; and
How the proposed uses and built form will relate to each other
and to the immediate surroundings

ELEMENT S OF SARAP
UNIFORMITY: The title of all the documents submitted for the planning permit must be
the same with the title of the SARAP.
REGULARITY: The site location must be conspicuously seen and understandable
arranged.
DETAILED DESCRIPTION OF PROPOSAL: The proposal socio-economic
development and other characteristics of the site must be technically and professionally
presented in the SARAP.
ACCESSIBILITY: Every plot or land use irrespective of its hierarchy must be accessible
COMPATIBILITY: compatibility of proposal to the adjoining development should be
should be looked at critically with the adjoining development .
CONFORMITY: The Town Planning Officer must ascertain the Land Use conformity to
space standard required for different categories of development

PRACTICABILITY: Sketch plan prepared by the consultant should be harmonized with the
site plan.
LAND MARKS: Reference should be made to the existing / available landmarks/
infrastructure in the preparation of SARAP.
GOVERNMENT ACQUISITIONS: all properties on the Government acquisitions such as
Schools, GRAs, Hospitals etc should be given consideration when preparing SARAP
IDENTITY OF THE CONSULTANT: SARAP should be prepared by a registered Town
Planner
ENVIRONMENTAL IMPACT ANALYSIS REPORT
This is a tool for identifying, predicting and evaluating the possible impact of both
beneficial and adverse alternative on proposed development to mitigate or eliminate
negative impact and aid effective decision making.
E.I.A.R process involve public participation, trans-boundary impact, notifying stakeholders,
decision making process, review and monitoring process.
The input of Town Planning Office on E.I.A report is to screen and assess the report in order
to take accurate decision in the procedure of granting approval.
KEY AREAS TO CHECK IN E.I.A
REPORT
DESCRIPTION OF THE PROJECT: The proposed project should be elaborately
described and discussed to give insight into what it is all about in the report.
IMPACT OF THE PROJECT: both the negative and the positive impacts of the project should
be discussed. Ways to mitigate the negative impact and the stakeholders involved should be
well spelt out.
REVIEW: E.I.A should be an open ended tool that would give room for further improvement
and adjustment most especially in the mitigation of negative impacts
.PUBLIC PARTICIPATION: the interest of residents around the project should be protected
because of the impact it would have on them.
RECOMMENDATION/ DECISION: the recommending officer is expected to take decision
that is holistic in nature
CONCLUSION
Planners must develop some special capabilities including vision, comprehensiveness,
technical competence, fairness and innovativeness in the preparation of the SARAP. These
are the qualities that the public and the planning profession expect to find in planners.
Needless to say, the SARAP is essentially a novelty in town planning practice, and
therefore like all new initiative is bound to face some challenges before it becomes fully
embedded into the planning process and to be widely accepted by end-users. Surmounting
this will require networking within the public and private sectors to get the voice of the
SARAP sufficiently heard and understood.
