PERMIT TO WORK

70 mm
Responsibilities
Permit holder is responsible for
• Contacting the Area Control (SS/CR) to report
on the applicable permit
• Co-coordinating equipment conditions & work
activities with all job site supervisors
• Communicating the conditions of circuits or
equipment to all crews/Job site supervisors
• Informing the Area Control of any permit
transfers to other authorized personal
Responsibilities
• Notifying the Area Control if there is a change
in the scope of work or job conditions
• Contacting the Area Control to report clear of
the applicable permit as soon as the work is
completed
• Advising the Area Control of any special
circumstances as a result of the work performed
that may affect the operation of the system
Responsibilities

• Ensuring that it is safe for the

circuit/equipment to be re-energized
• Returning all switching devices &
equipment back to the configurations
found when accepting the permit
Responsibilities

• Reviewing & answering that all

applicable work practices are followed
• Responsible for the safety of all
personnel at the work location & for
the overall coordination & supervision
of the job
Responsibilities
Area Control is responsible for
• Ensuring that the person requesting the
permit is authorized to receive the permit
• Authorizing permits
Responsibilities
The Departments that utilize the permit & tagging
system are responsible for
• Ensuring that revisions/updates to the authorized
personnel list are completed
• Ensuring that initial training & annual refresher
training of permit & tagging procedure are
completed
• Ensuring that personal they have authorized are
trained & qualified as permit holders
Authorized Personnel List
• Proper & safe operations on the electric system
are the qualifications of the people who are
responsible for performance of the work.
• It is important that people in charge of jobs be
knowledgeable of the hazards & means for
providing safe conditions to accomplish the
necessary work.
• For this reason, only authorized people will be
permitted to request permits to work on
substation premises or to perform work on
circuits requiring Circle Control involvement.
Authorized Personnel List

• Each Zonal manager (Exe. Engineer) shall

determine the qualifications of the personnel
authorized as Permit Holders to hold permits
within substation premises, on circuits or on
feeders.
• They shall submit to HOG (Power System
Control) all changes to the Authorized Personnel
List. Each Zone shall review the list as required
but not less than once per year.
Description of tags
DO NOT OPERATE (DOP) Tag
• DOP tags are associated with the outage of the
circuit/equipment for which the PTW is obtained
from the Circle Control.
• DOP will have the same number as the PTW for
the circuit/equipment.
• DOP has to be filled by the permit holder and to
be necessarily placed at all the
isolating/grounding points for the
circuits/equipments that are taken out or isolated
from the system & are not energized.
Description of tags
DO NOT OPERATE (DOP) Tag
• The Permit Holder to notify the Circle Control
about the number of DOP tags to be placed on
isolating/grounding points for the
circuits/equipments that are taken out or isolated
from the system & are not energized.
• DOP tags are to be attached to open switches,
breakers, isolators, disconnects. Jumpers, taps,
GO Switches & other means through which
known sources of electric energy may be
supplied to the lines & equipment.
Description of tags
DO NOT OPERATE (DOP) Tag
• The DOP tag acts as a lock. Once the tag is
attached to a piece of equipment that equipment
cannot be connected to known sources of electric
energy not even for test purposes.
• Switching personnel are responsible for
placement & removal of DOP tags.

DO NOT OPERATE (DOP)
TAG

Front Back
CAUTION ORDER TAG
• A Caution Order tag may be used in
conjunction with the PTW
• A Caution Order shall be used to provide
general information on the status of new,
abandoned, or abnormal equipment, cables,
abnormal isolating features and Transformer
and breaker alarms
• The caution order is used to notify any
abnormal condition of the equipment.
CAUTION ORDER TAG
PURPOSE
1. Caution Order tag is used to indicate abnormal
conditions such as failure, hazards, relay
inoperative, equipment not in service, temporary
changes in operating rules etc. This tag can be
placed on either energised or de-energised
equipment. This Caution Order tag may be
issued either to a person or placed on equipment
to designate a particular operating condition.
CAUTION ORDER TAG
(2) DESIGNATING EQUIPMENT
FAILURE/DEFECT.
Equipment failures/defects are designated by placing
Caution Order tags on control switches, valves etc. until
the equipment is taken out for inspection and repairs.
(3) DESIGNATING HAZARDS, CAUTIONING
AGAINST OPERATION OF SWITCHES,
DISCONNECTS, VALVES AND PUMPS (WHICH
PROHIBITS THE OPERATION OF EQUIPMENT)
CAUTION ORDER TAG
(4) ISSUING TO A PERSON
The Caution Order may be issued to a person
when he/she is working near energised lines or
equipment and there is a possibility that the
working personnel accidentally come in contact
or foul the equipment.
While getting a caution order issued,
the working party should indicate to the
operating party the possible hazards by way of
nature of caution and by way of nature of work.
Contd.
CAUTION ORDER TAG

Contd..
For transmission lines with auto-re-closing
facility, when a Caution Order of this nature is
issued, the re-closing gear is to be made
INOPERATIVE.
CAUTION ORDER TAG

It should be clearly understood that

A CAUTION ORDER ISSUED TO A PERSON
NEITHER AUTHORISES HIM/HER TO
OPERATE THE EQUIPMENT NOR DOES IT
PROTECT HIM/HER FROM OPERATION OR
ENERGISING OF THE EQUIPMENT EXCEPT
WHEN AN AUTOMATIC TRIP OUT OCCURS.
