CBFMP applies to all forest lands


It unifies all people-oriented forestry
programs
ISFP, UDP, FLMP, CFP, LIUCP, RRMP,
NRMP, FSP, AND CEP.
Principal participants are local
communities represented by their POs.
Stages of CBFMP implementation

Preparatory Stage
To inform and educate about CBFMP
To establish institutional linkages bet.
DENR and LGU
To identify and delineate CBFM areas.
Areas available for CBFM

A. Upland and coastal areas, except


1). areas covered by existing prior rights
unless the holder executes a waiver in
favour of cbfm.
2). protected areas as mandated by RA
7586
3.) Forest lands assigned to other
agencies
NCIP certified ancestral lands and domains,
except when the IPs opt to join cbfm
B. presence of communities within or
adjacent to forestlands
C. areas adjacent to or adjoining CBFM
projects.

Requirements for CBFMA application:


Certificate of Registration of POs.
List of Members and Officers
Resolution authorizing any member to
process application for CBFMA
NCIP certification precondition pursuant to
sec 59 of RA 8371 (IPRA of 1997)
CSC is transferable to legal heirs in case of
death or incapacity of the holder.
CBFMA is non-transferable, but PO may
enter into contract with private or
government agencies for area
development.
Planning Stage

PENRO, CENRO, shall assist in the


CRMF preparation.
CRMF a strategic plan on how to
manage and benefit from the forest on a
sustainable basis.
It describes the communitys long-term
vision, aspiration, commitments and
strategies for forest management.
It provides detailed activities for the first five
years, which serves as 5-year work plan of
PO.
CRMF shall be ratified in a general
assembly
Ratified CRMF shall be jointly indorsed by
the PO and CENRO for the affirmation by
the PENRO.
Affirmed CRMF serves as an IEE for the
issuance of ECC by the Regional Director
of EMB.
The 5 yr Work Plan shall also be ratified in a
general assembly and affirmed by the
CENRO
Itwill serve as the basis for the CENRO to
issue RUP which will serve as permit to
sell logs or lumber to legitimate buyers
Implementation Stage

As a general policy, commercial logging


shall be banned in natural forests w/in
CBFMA areas.
Forest Mgt scheme in both protection and
production natural forest:
Thinning and Sanitation Cutting to be
approved by RED
Cutting /Clearing for Forest Fire
Prevention to be approved by Secretary
Requirements for the Utilization of Forest
Resources:
Affirmed CRMF
Affirmed Work Plan

Production Sharing agreement in CBFM
areas
Forest Plantations owned by government
includes:
Reforestation/forest plantation projects
administered by DENR
Reforestation/forest plantation established
by TLA holders
Plantations established by holders of
IFMA, SIFMA, ITP, CBFMA cancelled for
cause.
Government share in the harvest of Forest
plantations
For the POs 75% of the gross sales
For the Government 12.5% of the gross
sales
For the CBFM fund( created under Sec. 8
of EO 263) 12.5% of the gross sales.
CBFMA within Protected Areas

Allowable zones management zones of


the protected area where sustainable
development and/or resource utilization is
allowed.( multiple use, sustainable use
and bufffer zones)
Community Resource Management Plan
the plan of the PACBRMA holder on how
to manage and benefit from the resources
in the CBP area on a sustainable basis.
PACBRMA application, processing and
approval
PO submits application to PASu, reviews
and indorses the same to PAMB w/in 15
days upon receipt. PAMB endorses the
same to RED within 30 days upon receipt.
RED approves the application with area
not more than 15,000 hectares.
RED endorses to the Secretary, thru
PAWB application with more than 15,000
hectares.
PASu and CENRO assist the PO in the
preparation of the CRMP
PAMB shall endorse the CRMP to the
RED for affirmation.
