WHAT IS E-LEARNING?
-E-learning is the delivery of a learning, training or education program by
electronic means. E-learning involves the use of a computer or electronic device
(e.g. a mobile phone) in some way to provide training, educational or learning
material.

Although open and distance learning has been documented to be introduced
in the Philippines way back in 1952 through the Farmers School-on-the-Air
program over a one kilowatt radio station in the province of Iloilo, the
development of distance education, much so of the e-learning environment
lags far behind more industrialized countries due to a relatively lack of
infrastructure, investment, and a pedagogy applicable to many Filipinos.
In the Philippines, is a fresh concept that is being cultivated by organizations
like The Philippine eLearning Society (PeLS) which aims to promote the
interoperability of eLearning systems, encourage collaboration in the
development of substantive content and promote public awareness and
appreciation of the nature and uses of E-learning.
Congressional Commission on Education
(EDCOM) Report of 1991
Congressional Commission on Education or EDCOM was established by a Joint
Resolution of the Eight Philippine Congress on the 17th of June in 1990.
It is composed of five (5) congressmen and five (5) senators, with Chairman
headed by the Senate and Co-Chair from the House. Furthermore, it was assisted
by a Technical Secretariat and three (3) panels of consultant.
The Commission dwelled on both intensive and extensive research studies to
identify the real situation of the education in the country.
The report had 14 findings that were considered to be the same problems in the
Monroe Survey back in 1925, educational reforms didnt transform for over 65
years, and same problems were still reported. No significant improvement were
shown a situation of continuous reform without change.

What is DepEd?
The Department of Education was established through the Education Decree
of 1863 as the Superior Commission of Primary Instruction under a Chairman.
The Education agency underwent many reorganization efforts in the 20th
century in order to better define its purpose vis a vis the changing
administrations and charters. The present day Department of Education was
eventually mandated through Republic Act 9155, otherwise known as the
Governance of Basic Education act of 2001 which establishes the mandate of
this agency
The Department of Education (DepEd) formulates, implements, and
coordinates policies, plans, programs and projects in the areas of formal and
non-formal basic education. It supervises all elementary and secondary
education institutions, including alternative learning systems, both public and
private; and provides for the establishment and maintenance of a complete,
adequate, and integrated system of basic education relevant to the goals of
national development.

Commission on Higher Education (CHED)
What is CHED?
The creation of CHED was part of a broad agenda of reforms on the countrys
education system outlined by the Congressional Commission on Education
(EDCOM) in 1992. Part of the reforms was the trifocalization of the education
sector into three governing bodies: the CHED for tertiary and graduate
education, the Department of Education (DepEd) for basic education and the
Technical Education and Skills Development Authority (TESDA) for technical-
vocational and middle-level education.

Open Learning (OL) is a philosophy of learning that is learner-centered and
flexible, enabling learners to learn at the time, place and pace which satisfies
their circumstances and requirement
Distance Education (DE) is a mode of educational delivery whereby teacher
and learner are separated in time and space and instruction is delivered
through specially designed materials and methods and supported by
organizational and administrative structures and arrangements.

What is TESDA?
The Technical Education and Skills Development Authority (TESDA) is the
government agency tasked to manage and supervise technical education and
skills development (TESD) in the Philippines. It was created by virtue of Republic
Act 7796, otherwise known as the Technical Education and Skills Development
Act of 1994. The said Act integrated the functions of the former National
Manpower and Youth Council (NMYC), the Bureau of Technical-Vocational
Education of the Department of Education, Culture and Sports (BTVE-DECS) and
the Office of Apprenticeship of the Department of Labor and Employment
(DOLE).
What is TVET?
"TECHNICAL-VOCATIONAL EDUCATION AND TRAINING (TVET) is the education or
training process where it involves, in addition to general education, the study of
technologies and related sciencs and acquisition of practical skills relating to
occupations in various sectors of economic life and social life, comprises formal
(organized programs as part of the school system) and non-formal (organized
classes outside the school system) approaches." (UNESCO)
