Implemtacion
Check that GSM-WCDMA Interworking is active.
Check that Network-Controlled Cell Re-selection is active.
Check that the licence covering IS-NCCR has been installed.
Check the value of the IS-NCCR feature state.
Turn the IS-NCCR feature state 'ON' if needed.
Check that the feature state change succeeded.
Check that the feature state of PCU or PCU2 is 'ON.
Activate IS-NCCR in the BSC.
