General Specifications - BURKINAFASO
Contextually, Burkina Faso is facing an ever-increasing demand for energy, mainly from wood
energy sources, due in particular to the development of economic activities and the strong growth
of its population.
Burkina Faso has committed to providing the country's population with increased access to stable
and sustainable electricity at an affordable cost.
The aim of this project is to build a 225/33 kV substation in Banfora. This substation will be
connected to the 225 kV Ferkéssedougou - Kodéni line.
of the opening and connection of the 225 kV Ferkéssedougou-Kodéni line to the Banfora
substation;
the replacement of one of the existing guard cables with a fibre optic guard cable from
Ferkéssedougou to the Kodéni station;
of the construction of four (04) 33 kV feeders for the supply of the city of Banfora.
Located in the Cascades region, Banfora is approximately 85.5 km from Bobo-Dioulasso and
72 km from the Ivory Coast border. The area generally receives good rainfall and abundant
water.
11-1.1 Temperatures
Maximum temperatures occur in March/April, while minimum temperatures are found in
December/January. There is therefore a very rapid rise in temperature until the first rains,
followed by a gradual decrease and a rise again from October onwards.

11-1.3 Wind
Wind plays a dominant role in determining the mechanical strength of overhead power lines
and, to a lesser extent, that of outdoor high-voltage substation structures. Based on the annual
wind roses from the Ouagadougou station, the prevailing wind direction is north-northeast and
south-southwest. The maximum absolute wind speed reached 30 m/s in Ouagadougou.
1. Moderate wind
The average wind speed used is 9 m/s, identical to that applied for the Ferkessédougou - Bobo
Dioulasso interconnection.
2. Maximum wind
Given the available data and the usual safety factors used for calculating structures, it is
reasonable to retain the maximum wind speed of 130 km/h (36 m/s).
Regarding the simultaneity of maximum winds and temperatures, it should be noted that
maximum winds occur at the beginning of the rainy season, as a result of thermal phenomena.
3. Minimum wind speed
The minimum wind speed to be considered for calculating the thermal capacity of the
conductors is set at 0.5 m/s, which takes into account the influence of the conductor
temperature on the surrounding air.
The keraunic level is defined as the number of days per year on which thunder is heard.
In view of the storm occurrence tables in Ouagadougou, we will adopt the average value of
130.
11-1.5 Pollution
No major pollution problems are encountered other than sand and laterite dust, particularly
during the Harmattan.
11-1.6 Altitude
Since the altitude is still below 1000 m, the standards and conditions defined by the IEC
remain applicable.
Given the latitude of the area between 11 and 13 degrees North latitude and the relatively low
altitude of the region concerned, a solar radiation of 1000 W/m2 was chosen.
11-2.4.1. Coordination
The Contractor will be required to attend coordination meetings organized by the Project
Owner.
These meetings may take place in the offices of the Project Owner and on the construction
site during the work phase.
11-2.4.2. Plans submitted to the Contractor
The main dimensions of the supplies are given for guidance only. They are not mandatory.
They may be adapted to the Contractor's methods and designs subject to the Client's
approval.
The Contractor will communicate to the holders of any other lots thedocuments that are
related to the supplies of other lots.
11-2.4.3. Studies to be carried out by the Contractor
The Contractor is entirely responsible for the detailed design studies (preparation of plans,
diagrams, calculation notes, etc.) for the various supplies. A precise list of the plans, diagrams,
and calculation notes to be submitted must be established at the beginning of the studies by
mutual agreement between the Contractor and the Client.
However, the Client reserves the right to request the provision of detailed execution plans at a
later date for a better understanding of the functions of the works.
11-2.4.4 Axes and Reference Levels
The definition and placement of the line anchoring gantries on the substations will be carried
out jointly by the Contractor and the Project Owner.
During the execution of the work, the Contractor will supplement the general layout with as
many markers and templates as necessary.
The Contractor or his qualified and duly delegated Representative will attend all these
meetings.
The Project Owner will attend these meetings as Chairman of the session, and will be the
Rapporteur.
The agenda will include approval of the minutes of the previous meeting, progress of work with
reference to the programs and analysis of difficulties encountered in the execution of the
Contract.
The minutes prepared by the Client will be considered, after approval by the other parties, as
written confirmation of the statements made, instructions given, and decisions taken during the
meeting.
11-5. Documents to be submitted by the Contractor
11-5.1. Procedures
Subject to other stipulations of the Contract or different instructions from the Client, the
procedures are those defined in the following paragraphs.
The documents to be submitted will be delivered to the Project Owner and the Project
Manager at the addresses specified for notifications in the Special Administrative Provisions.
They will be in the format approved by the Project Owner.
All documents will be listed according to a numbering system specific to the case, independent
of each Manufacturer's numbering system.
The title block and formatting for all documents will be defined by the Contracting Authority
upon notification of the Contract. The numbering of sub-sections of the items will be subject to
the Contracting Authority's prior approval. Documents to be submitted by the Contractor will
also be provided in electronic format.
In the documents submitted for approval by the Project Owner, the Contractor must highlight
any deviation from the Contract.
Documents submitted for the Client's approval are those for which the execution of the relevant
operations is contingent upon this approval. Any modifications approved by the Client during
manufacturing, assembly, or testing must be applied to all devices of the same type. Certain
documents requiring significant corrections from the Client will not be approved.
These documents will be systematically resubmitted, after correction, for approval by the
Project Owner.
Each report will be reviewed by the Contractor, following comments from the Client. It will be
submitted to the Client again after review.
When the submission of certain documents is linked to the progress of the work, this
submission must take into account the program and submit in a coordinated manner the
documents relating to related items.
In addition to the reports submitted by the Contractor described below, monthly and periodic
reports will be prepared in the presence of all parties. These reports will be signed by all
parties present.
11-5.2. Monthly Reports
The Contractor will submit monthly reports that will indicate:
The progress of the works in relation to the work program approved by the client.
List of equipment and machinery used and available on the construction site.
The list of all personnel employed on the site by the Contractor.
A summary of the work carried out for the month in question.
A description of the climatic conditions encountered.
The situation regarding payment compliance and the dates on which the
Contractor submitted the necessary payment documents.
A comprehensive list of construction materials and equipment stored on the
construction site.
The tests in progress or carried out during the month in question, as well as the
dates and those planned for the following month.
11-5.3. Periodic progress reports
The Contractor will submit quarterly reports on the progress of factory production.
These reports must indicate the following for each supply:
The progress of the implementation studies.
The progress of factory production.
The dates of factory tests already carried out during the quarter or planned for the following
quarter.
Shipments planned, in progress or already completed during the quarter.
Photographs taken at the factory. Digital photos are acceptable provided they are
submitted in a format readable by Microsoft Office software.
The format of presentation of these reports will be subject to the approval of the Project Owner.
The final progress report will include a summary of the work carried out since the Contract came
into effect. In particular, it will present:
^ the implementation schedule,
the final costs,
the key points of the project,
the difficulties encountered,
the evolution of the Entrepreneur's staff numbers.
11-5.4 Plans, diagrams and calculation notes
The specifications for these documents are indicated in clause 1.12 "Studies to be carried out by
the Contractor".
The number of copies of documents to be submitted by the Contractor, as well as the submission
deadlines and recipients, are defined in the table of documents to be submitted attached at the
end of this specification.
11-5.5. Materials data
When materials or equipment for the works are defined by supplier specifications, the Contractor
will mark on each copy of the specification the products, models, options and other useful data,
and will supplement the standard supplier data to provide information specifically concerning the
works.
The Contractor will include the manufacturer's installation or operating instructions, when required
by the specifications.
11-5.6. Raw Materials Supply Documents
The Contractor will provide documentation proving receipt at its workshops of the raw materials
necessary for manufacturing the supplies. This documentation will show the percentages received
based on the quantities listed by the Contractor in the tables for each piece of equipment.
The contractor will provide the client with a complete report of their own initial
inspections and tests. This report will be sent to the client along with the inspection
request.
Will make available to the Project Owner the documents necessary for the second
phase tests.
Will submit the final report of the checks and tests carried out to the Project Owner for
approval.
For factory inspections of certain supplies, which do not require the presence of the Client, a
single report of the inspections and tests carried out will be submitted by the Contractor for the
Client's approval. For simple supplies, the Contractor will provide the Client with a certificate of
conformity to the Standards and Specifications and, where applicable, a certificate of
conformity to the "type" for standard supplies.
The number of copies, as well as the deadlines for submission and the recipients of the control
and test documents, are defined in the table of documents to be submitted, attached at the end
of this specification.
11-5.9 Shipping Documents
11-5.9.1 Slips
For each shipment, the Contractor will provide delivery notes bearing the reference of the
shipped supply. These will include details of the contents of each crate or package shipped, as
well as the identification numbers of each package, dimensions, net and gross weights, any
special storage instructions, and the type of packaging used.

The qualities, number and recipients of the accompanying shipping documents will be defined
in due course.
II-5.10. Assembly and disassembly documents
The Contractor will provide, in the form of manuals, the documents and synoptic diagrams for
the assembly and, if necessary, the disassembly of important equipment.
These documents will include all the information and sketches necessary for a proper
understanding of the initial assembly as well as, where applicable, the disassembly and
reassembly procedures for maintenance, in particular:
the use of mounting platforms with space constraints sketches,
the lifting equipment used,
the details of the sequence of operations,
assembly clearances and tolerances.
11-5.11. Samples, models, mock-ups and test tubes
Samples (models, mock-ups or test pieces) will be submitted to the Client for approval one month
before the date required by the Contractor for construction or order.
The samples submitted by the Contractor will be accompanied by all necessary operating and
fastening accessories. The Contractor will coordinate the submission of the samples with the
execution of the work to which they are aesthetically or physically linked.
The Contractor must identify each sample, which must be accompanied by documents describing
its composition, operation, assembly, or method of attachment. The Contractor will submit the
specified number of samples, and in all cases, one specimen must remain available to the Client.
11-5.12. Work Program
In addition to the general work schedule that it must submit in accordance with the Administrative
Clauses, the Contractor shall prepare and submit to the Client a detailed monthly work schedule.
This monthly schedule shall be accompanied, if necessary, by a revised version of the general
work schedule.
All programs will be submitted to the Client in triplicate.
11-5.13 Document Preservation
The Contractor shall retain, for a minimum period of 10 years, all manufacturing plans, foundry
patterns and all design information that may assist in carrying out any repairs or replacements of
parts of the supply.
1-6. Safety and Hygiene Plan
The Contractor shall submit to the Client, within four months prior to the start of work, the safety
and hygiene plan applicable to the entire Construction Site.
This plan, designed to integrate safety measures with regard to the main risks faced by staff, will
specify:
The measures planned for this purpose are included both in the operating procedures
during their definition and in the various phases of work execution. In particular, depending
on the construction process and the equipment used, it will specify the means of
prevention concerning falls of personnel, materials and equipment; vertical and horizontal
movement of machinery; fire and drowning risks; and electrical hazards.
The measures planned for first aid to accident victims and the sick.
Measures contributing to good workplace hygiene, and in particular the consistency and
quality of premises for staff.
The safety and hygiene plan will be kept up to date by the Contractor, who will notify the
Client of any changes.
11-7. Quality of Work and Materials
11-7.1 General Information
Subject to any other stipulations in the Contract, all materials, equipment, and accessories
supplied shall be new. All assembly and installation work shall be carried out neatly and carefully.
The materials shall be free from any damage or defects. All materials and the execution of the
Temporary and Final Works shall conform to the Contract with regard to their characteristics,
properties, type, manufacture, components, quality, weight, strength, shapes, and dimensions,
etc. All equipment, accessories, materials, and execution work shall meet the requirements of ISO
9000 quality standards.
11-7.2. Acquisition of materials and supplies
Before any acquisition, the Contractor shall submit to the Owner, for approval, the names of the
firms that would construct or manufacture supplies that it proposes to acquire to be part of or
incorporated into the works. It shall also submit
information on the characteristics, capacities, properties, yields, size of these supplies, and any
other information that the Client may request.
In addition, the Contractor will provide the supplier with all the information that may be necessary
in the case under consideration to ensure compliance with the Contract and will remind said
supplier of the text of the paragraphs above.
Any supply installed or used without the approval of the Project Owner is subject to disposal.
11-7.3. Manufacturing and Storage Location
To allow for a possible inspection of materials and equipment being prepared, manufactured, or
completed, the Contractor shall provide the Client with a written list of the manufacturing and
storage locations of the materials and equipment. The Contractor shall notify the Client of their
status of preparation, manufacture, or completion so that the inspection takes place at a suitable
time that does not delay the delivery of the materials and equipment to the site.
11-7.4. Transportation and Storage
11-7.4.1. Packaging
The packaging will be designed for "sea transport". However, in the design and construction of
this packaging, the Contractor must take into account the additional transport by land to the point
of delivery.
The Contractor will take all necessary precautions to package the supplies so that they do not
suffer any damage. Spare parts will be packaged separately.
Each package will be clearly marked with a colored identification symbol for the site, so that the
final destination of each item is easily identifiable. These special identification markings will be in
addition to the usual shipping markings.
The net and gross weights of large parts and the gross weights of crates will be painted in easily
readable numbers on the packaging before shipment from the manufacturing workshops.
11-7.4.2 Transport and handling
The Contractor will obtain detailed information on the loading, transport, and unloading conditions
in all their forms. In particular, they will be responsible for all unloading operations, including on-
site unloading, and for bringing the supplies from their storage location on the construction site to
their installation location.
The entire construction site will be kept clean and tidy. All waste, with the exception of non-
biodegradable items which must undergo appropriate treatment, will be deposited in a
designated area and then covered with 50 cm of soil at the end of the project.
Groundwater.
Storms.
Winds.
The contractor will adapt their work program to minimize risks. The protective measures
undertaken by the contractor may incorporate existing drainage systems, but must not
compromise the effectiveness of these systems.
The Contractor shall construct and maintain all temporary protective structures. As soon as
they are no longer necessary, these structures shall be demolished in such a way as not to
impede the commissioning of the works or the natural flow of water.
11-8.6.1 Drying of Foundations, Assembly and Repair Areas The Contractor shall provide,
install, maintain and operate all pumping and other equipment to dry areas of the site where
required, and for as long as required for the completion of the work.
11-8.7 Advertising
All advertising is prohibited on construction sites. This prohibition does not apply to signs
indicating the contractor's company name, the nature of the work being carried out, and the
various organizations involved. These signs will be installed by the contractor.
11-8.8 Contractor's Buildings and Facilities
The Contractor will submit the location and plans for its buildings and any installations to the
Client for approval.
11-9. Services provided to the Client
11-9.1 Offices
No office space is planned for this lot.
1I-9.2 Vehicles
Two vehicles will be provided by the Contractor no later than three months after the contract is
signed for project monitoring and site inspections by the Client's project staff. These will be
long-wheelbase SUVs with diesel engines and air conditioning. The Contractor will bear all
costs associated with the use of these vehicles during the project construction period (including
registration, insurance, maintenance, and fuel).
The Contractor must provide the services of a driver-mechanic for each vehicle, whose
remuneration must be approved by the Project Owner. The Contractor must maintain each
vehicle in good working order, repair them as needed, replace defective parts and tires, and
supply consumables as required.
174 Section IV. Technical Specifications and Plans

Fuel, oil and other items. The Contractor must provide all documents in accordance with
Burkina Faso law, including full insurance coverage, at all times for vehicles and drivers for
unlimited third-party claims.
Each vehicle must be available for use (including reasonable personal use) within the general
area of the entire project and be available 24 hours a day, seven days a week.
Each vehicle must be new, purchased locally, and approved by the Client before purchase.
Each vehicle must comply with all applicable traffic laws and be left-hand drive. The
Contractor will ensure that a spare tire in good condition is available for each vehicle for the
duration of the contract. The Contractor will be required to provide a similar replacement
vehicle for any maintenance or repair (including accidents) exceeding 24 hours. The provision
of this replacement vehicle will not be subject to any additional payment.
Each vehicle will be transferred after the provisional commissioning of the project to the
Operations department of the Project Owner.
The cost of supplying and using the vehicles must be indicated in the appropriate item of the
price list.
It will need to cover, among other things, protection systems, control and command
systems, remote operation, and telecommunications equipment. The program and
content of this training must be submitted to the project owner beforehand for review and
feedback.
The Contractor will provide on-site training to SONABEL participants on the operation
and maintenance of the new substations. A specific training manual, covering all
presentations, must be given to each participant before the start of each training session.
^ b) Training - --.
The Contractor shall provide the training courses described below. The program and detailed
content of each course must be submitted to the Project Owner for review and feedback. A
specific training manual, covering all presentations, must be provided to each participant
before the start of the training. The training on electrical protection systems, as well as the
training on control and command systems and remote control/telecommunications, must take
place before the start of acceptance testing at SONABEL and include practical sessions on the
equipment and systems to be delivered or identical to those that will be used.
The training courses will take place in SONABEL training centers in BURKINA FASO.
The Contractor shall provide, for each supply, a complete and up-to-date list of special tools
and spare parts to be handed over to the Client at the time of acceptance.
The handover to the Client of special tools and spare parts in accordance with the list will be
one of the conditions for the issuance of the Certificate of Acceptance, as well as the labelling
and storage of these parts on shelves to be supplied and installed by the Contractor.
11-10.2 Final As-Built Documentation
At the end of the work, the Contractor will submit a complete as-built file containing all updated
documents reflecting the work carried out on the site, taking into account:
Approved plans under review or during construction
From the modified version of the plans approved with reservations.
Minor modifications (approved by the Client) may have been required due to
adjustments made on site. In particular, the electrical diagrams will be submitted in strict
accordance with the final execution after all details of the automation sequences have
been finalized and the protection actions have been completed.
The number and recipients of these final documents will be specified in the table of documents
to be submitted attached at the end of this specification.
11-10.3 Maintenance Manuals
The manuals will provide all information on the operation, maintenance and dismantling of the
supply.
The Contractor shall submit to the Client, in duplicate, the minutes of each manual three
months prior to receipt of the corresponding deliveries. One copy shall be sent to the Client's
headquarters and one copy to the Client's representative on site.
Upon written approval of the submitted draft by the Client, the Contractor will provide five
copies of the instruction manuals to the Client and two copies to the Client (one at headquarters
and one on the construction site). The final copies will have identical binding for all manuals.
This binding will be rigid, and the spine will identify the relevant equipment according to the
order of delivery. These copies will conform exactly to the approved draft.
Plans, diagrams, images or photographs will be used when this will facilitate understanding and
clarity.
Precautions and warnings regarding the safety of people and supplies will be stated.

11-11. Site dismantling
Unless the Client agrees to retain, free of charge, certain non-removable buildings or
installations that the Contractor may have erected either at the main site or at other specific
locations on the construction site, all buildings, installations, and equipment must be removed,
dismantled, and destroyed if necessary. The sites must be left clear of all structures, concrete
or metal platforms; they must be properly leveled upon completion of the site clearance to
achieve a ground surface similar in appearance to that which it had before the Contractor's
arrival.

the Client beforehand. The Client reserves the right to propose any other tests it deems necessary.
