And he had worked for a long time with the state government of Gujarati in the
Clean India mission.

talk about the social and behavioral changes which is required in the citizens.

India has taken this audit of solid waste management, a performance audit for 5
years.

We, as banks, and we did this audit in…

All the state across India,

So we will… we will be sharing our finding from that particular performance audit.

And, uh, mainly we'll focus on Tripura. Tripura is a small northeastern state where
I was stationed.

Well, thank you, sir. Thank you, uh, for this session and this opportunity to
showcase

One of the lighthouse projects that India has.

In terms of an exemplary performance in solid waste management.

So, if I can request the screen to be shared.

Okay, so I have named the title of this talk as Chaos to Clean.

[SAI India] [Link]


And, uh, the excerpts are from my book on transforming waste management.

[SAI India] [Link]


Challenges and success of an Indian city.
[SAI India] [Link]
So, uh, the awareness for solid waste management, particularly in urban areas, came
to our country in the year 2000.

[SAI India] [Link]


And it is all about systematic collection, segregation, storage…

[SAI India] [Link]


transport, processing, recycling.

[SAI India] [Link]


All of this put together for waste, generating from households, from commercial,

[SAI India] [Link]


setups, all of it.

[SAI India] [Link]


In our constitution also, this is covered as one of the municipal functions that
the local bodies have to perform.

[SAI India] [Link]


And, uh, to enable it to perform, there was an amendment.

[SAI India] [Link]


For the 74th Amendment in the Constitution by way of which this became an
obligatory work for the urban local bodies.

[SAI India] [Link]


So, when the awakening came in the year 2000, the government of India created the
first solid waste management rules

[SAI India] [Link]


in our country, because without rules, we cannot implement anything.

[SAI India] [Link]


Even if we give power to the local body,

[SAI India] [Link]


rules for the backbone by which they could exercise their power.

[SAI India] [Link]


So, the problems we had then were mounting waste and limited systems. I think this
is the problem that all of us face.

[SAI India] [Link]


whatever development is happening, there is an equal amount of waste that is
getting generated.

[SAI India] [Link]


And world over, we all are grappling with managing debt waste.

[SAI India] [Link]


So, segregation of waste is an important part, because without segregation,
management of waste becomes

[SAI India] [Link]


very difficult, and it has a lot of climate implications as well.
[SAI India] [Link]
There was a lot of institution and financial weakness, regulatory gaps,

[SAI India] [Link]


And it created much health and environmental impacts for our citizens in the
country.

[SAI India] [Link]


So, all of this, when this pressure was realized in the year 2000, we came up with
our first

[SAI India] [Link]


We had… from 2000 to 2025, we are 25 years down the line.

[SAI India] [Link]


So, for this, the institution structure that was created, uh, was the central
government ministry. It was put under the Ministry of Housing and Urban Affairs.

[SAI India] [Link]


Together, both of them, they look at the waste as one of the functions in the local
bodies, along with

[SAI India] [Link]


And there is a central government department called Central Position Control Board,

[SAI India] [Link]


So, under the ministry, at the central level, we have the straight urban
departments, because India is a federal democracy.

[SAI India] [Link]


CPCD controlling and incentivizing, penalizing, and looking at enforcements.

[SAI India] [Link]


So, it is a 3-tire form of governance.

[SAI India] [Link]


We have center, state, and urban local bodies.

[SAI India] [Link]


Under the central pollution control, we have the state pollution control,

[SAI India] [Link]


And then the local body is the one which responds to all of the above entities and
departments.

[SAI India] [Link]


Uh, at the central level, we have created a number of policy instruments in these
25 years.

[SAI India] [Link]


to incentivize citizens, as well as commercial settlements,

[SAI India] [Link]


And commercial, uh, industries to create better ecosystem for managing waste.

[SAI India] [Link]


So, we have a plastic band, we have cleanliness ranking as a behavioral instrument,

[SAI India] [Link]


There are green procurement practices and mandates given to industries and
factories and organizations.

[SAI India] [Link]


There are subsidies, there are performance-based grants that the Central Finance
Commission recommends.

[SAI India] [Link]


There are taxes and user fees,

[SAI India] [Link]


There are public-private partnerships to incentivize the private entities to come
and work with the government in this most difficult and expensive sector to be
managed.

[SAI India] [Link]


Uh, very interestingly, we have an extended producer responsibility for all the
private sector companies who are

[SAI India] [Link]


Creating packaging waste, and pushing those through their product.

[SAI India] [Link]


There is a newer carbon credit mechanism which the cities have

[SAI India] [Link]


Uh, now being empowered to use and other private sector companies are also using.

[SAI India] [Link]


And there is a polluter pay principle and deposit refund scheme. So, this is a
gamut of policy instruments that are being, uh…

[SAI India] [Link]


Well, utilized in the ecosystem to make it work.

[SAI India] [Link]


Now, going further, uh, in 2014,

[SAI India] [Link]


When, uh, the government came into power, they came up with a brand which is called
Swatch Chabharat.

[SAI India] [Link]


In English, we can call it as clean India.

[SAI India] [Link]


Swatches clean, so clean in the ignition. So they started a mission called the
Clean India Mission in 2014, and till now, the mission is

[SAI India] [Link]


going on.

[SAI India] [Link]


So, the rules, uh, didn't just stop at the year 2000. We started in 2000 with 2016,
there were, uh, the rules were redesigned because

[SAI India] [Link]


The character of waste was changing, the composition and the volume was changing.
[SAI India] [Link]
And just now, in 2024, the rules are revised.

[SAI India] [Link]


And in 2026, these rules will be implemented. So the evolution of rules happened
like this.

[SAI India] [Link]


Under the brand Swatch Bharat or Clean India, the government of India came up with
a cleanliness ranking.

[SAI India] [Link]


Which, in Hindi we call as the survey.

[SAI India] [Link]


So,

[SAI India] [Link]


Under this, uh, the cities which are participating, initially only a few cities
participate, and now all the cities of India have to participate.

[SAI India] [Link]


They have a ranking framework being given, what all they are supposed to do, there
are weightages,

[SAI India] [Link]


being assigned to different activities, and the cities can prioritize what they
want to do.

[SAI India] [Link]


There is an amount of recent grad.

[SAI India] [Link]


which comes in a combination of

[SAI India] [Link]


state and central government, and the urban local body putting together.

[SAI India] [Link]


So, the tool was an interesting thing, and this tool led to a big push for the
cities to take this function seriously.

[SAI India] [Link]


So, coming to the Lighthouse project of our country that is Indore, so…

[SAI India] [Link]


Well, this is a city in a state called Madhya Pradesh.

[SAI India] [Link]


And, um, the city had a lot of problems. There were many cases that were going on
in the High Court.

[SAI India] [Link]


Because of the waste-related problems, the environmental issues, the air pollution,

[SAI India] [Link]


The leachate that was coming out of the legacy waste,

[SAI India] [Link]


So these were big problems that the city and the citizens were facing.

[SAI India] [Link]


So, uh, the city government, under the Swatch Bharat mission, that is the Clean
India mission, they thought that we should take this challenge up

[SAI India] [Link]


And we should look at transforming the city.

[SAI India] [Link]


So, they understood that this is a five, uh, step process, or not steps, but all of
these should go hand-in-hand.

[SAI India] [Link]


So, it is about process, it is about people, technology, finance, and control, and
let us see how they managed all of these together.

[SAI India] [Link]


So, one thing, the big question was that,

[SAI India] [Link]


Uh, should we begin with people, or should we begin with process? And that was the
dilemma that

[SAI India] [Link]


Uh, the city was hap- having, and…

[SAI India] [Link]


Uh, most of the time, there is a big confusion that

[SAI India] [Link]


Uh, the government starts with the people, but that is a very wrong move.

[SAI India] [Link]


And this city realized that, so they started with the process.

[SAI India] [Link]


So, they started the process because the process is streamlined, and then the
expectations of the citizens align with the process.

[SAI India] [Link]


Then it helps building the change momentum.

[SAI India] [Link]


So, in the process, they had three-pronged strategy, not only to make the city

[SAI India] [Link]


liver-free, but also dust-free and wind-free.

[SAI India] [Link]


So they had a pilot test conducted in few pockets of the cities,

[SAI India] [Link]


They iterated their strategies and sold them.

[SAI India] [Link]


Uh, so for the bin-free city, they wanted that all the big bins

[SAI India] [Link]


in the city, they wanted to remove those bins, because those were the bins which
were creating

[SAI India] [Link]


More problem in the city, because hardly the trash was in the bin.

[SAI India] [Link]


The trash was outside the bid.

[SAI India] [Link]


So, they removed all the big VINs, and they streamlined the door-to-door
collection.

[SAI India] [Link]


We also changed the type of the vehicle.

[SAI India] [Link]


So you can see the yellow vehicle was the new one, so it is hexagonal in shape.

[SAI India] [Link]


Because the corners otherwise would get corroded, and the life of the vehicle.

[SAI India] [Link]


gets reduced. So, with that hexagonal shape, the vehicle lifespan, that means a
container of the vehicle span increased.

[SAI India] [Link]


They also came out with bulk-based generators for the rules for them bylaws,
because they were…

[SAI India] [Link]


big hotels, which were generating waste, hostels, which were generating lot of
waste.

[SAI India] [Link]


Um, they've created their own vehicle workshop, where they could increase the
lifespan of the vehicle by…

[SAI India] [Link]


Maintaining the vehicles appropriately.

[SAI India] [Link]


For the litter-free, they organized their workforce.

[SAI India] [Link]


Their own in-house sanitation workers were deployed as per the length of the street
which was available to be cleaned.

[SAI India] [Link]


Uh, there was round-the-clock cleaning, uh, where the employees were put up on
shift.

[SAI India] [Link]


And there was an on-ground attendance mechanism. So, the sanitation worker didn't
have to come to the

[SAI India] [Link]


office to boot up the attendance. It was on the field.
[SAI India] [Link]
So, this all happened to more accountability, but to make the employee feel more

[SAI India] [Link]


bonded with the urban local body.

[SAI India] [Link]


they made their salaries appropriate, they created salary accounts when the salary
was directly credited to their account.

[SAI India] [Link]


And they had a system even for taking care of their family's health.

[SAI India] [Link]


through health insurance schemes.

[SAI India] [Link]


There was a proper inventory management of all the cleaning equipment and
sanitation.

[SAI India] [Link]


Uh, tools that are required.

[SAI India] [Link]


So, we all think that by having a proper door-to-door collection, and by making the
city litter-free,

[SAI India] [Link]


it looks good. No, it also has to be dust-free to look aesthetic.

[SAI India] [Link]


So, they came up with mechanized sweeping machines.

[SAI India] [Link]


And there was round-the-clock, uh, sweeping, so they categorized the roads in terms
of the traffic flow. So, high traffic and low traffic zones.

High traffic zones were cleaned very frequently, and low-traffic zones were cleaned
once in a day.

[SAI India] [Link]


That is how they managed it. So they had to also manage the expenses, because this
is a high-cost

[SAI India] [Link]

Where these volunteers were the connect between the citizens and the local body.

They trained the people and the households how to

[SAI India] [Link]


segregate waste, they handheld them,

[SAI India] [Link]


And behavior change should happen at the point of behavior.

[SAI India] [Link]


So, the behavior…

[SAI India] [Link]


present changes on the holdings.

[SAI India] [Link]


the behavior changes at the point where it is happening.

[SAI India] [Link]


So, early morning, when the waste was getting picked up, the social volunteers were
there with the pickup vans.

[SAI India] [Link]


And they used to tell people how they are supposed to segregate waste.

[SAI India] [Link]


Right? Uh, emptying their bins on the road, and showing them how it is segregated,
and then putting it into the pickup bag.

This led to a long way, and even today, the city has

[SAI India] [Link]


Lot of social volunteers.

[SAI India] [Link]


We are called social volunteers, but they are paid people.

[SAI India] [Link]


When they have become the eyes and ears and a big link for the…

municipality, as well as the citizens.

[SAI India] [Link]


But all of this, to upgrade all of this and to maintain the efficiency and to
improve the speed of all these interventions,

Technology is a big requirement.

[SAI India] [Link]


Most of the, uh, problem with technology is that

[SAI India] [Link]


Uh, many of the governments, they try to come up with technology even before the
systems are set in place.

[SAI India] [Link]


That is a wrong method of going about technology.

[SAI India] [Link]


First, the systems have to be…

fine-tuned, they have to be put in place.

[SAI India] [Link]


And then take interventions need to be…

[SAI India] [Link]


come up with, so that those systems perform quickly, with speed, and with a lot of
efficiency.

[SAI India] [Link]


And that is what the city did.

[SAI India] [Link]


We first streamlined all of their functions.

[SAI India] [Link]


And then they introduced a GPS-enabled fleet. Their pickup vans had a GPS.

[SAI India] [Link]


They had a command control center which could see which vehicle is flying on which
road, and how much time they are spending.

[SAI India] [Link]


In collection, they digitized their vehicle workshop to see that the vehicles are
being

[SAI India] [Link]


operated and maintained properly, cleaned properly,

[SAI India] [Link]


They had a biometric attendance for the sanitation workers on the field.

[SAI India] [Link]


They created a complaint redressal app, which was through the social volunteers'
adoption of this app became quite much, and people started using this app

[SAI India] [Link]


Um, very much to file their complaints.

[SAI India] [Link]


And then they had the biometination and the dry waste processing. These two were
for the processing part.

[SAI India] [Link]


This is the most important component in any of the functions, whether it is a
multiple function or otherwise.
[SAI India] [Link]
But multiple functions, if we look at the budgets, the finance for

[SAI India] [Link]


Expenditure for solid waste is the biggest

[SAI India] [Link]


line item cost center in any urban local body.

[SAI India] [Link]


So, the city had put in a lot of money to achieve this status of being the

[SAI India] [Link]


cleanest city of India.

[SAI India] [Link]


they started somewhere in, uh, 2016, participating in the Clean India mission.
Until date,

[SAI India] [Link]


Every year, they are the cleanest city of the country.

[SAI India] [Link]


So, they came up with the strategy of, uh, getting finances for all of this through

[SAI India] [Link]


Mission convergence. So, government of India had the Smart City Mission, as well as
the Swatch Bharat mission.

[SAI India] [Link]


So, very intelligently, they diverted much of the funds from the smart city
mission.

[SAI India] [Link]


Uh, in the form of tech procurement.

[SAI India] [Link]


to the solid waste.

[SAI India] [Link]


And there was spot finds, they, uh, got immense amount of money through the fines.
That means enforcement and penalizing people.

[SAI India] [Link]


who are not changing their behavior and not aligning with the practices.

[SAI India] [Link]


They created very fantastic business models for processing the waste.

[SAI India] [Link]


So, when the waste is collected, and if it is not processed, it will again end up
in a landfill site.

So they created very good business models in form of public-private partnership.

[SAI India] [Link]


So that this becomes as business, and they also help pay and subsidize the
municipalities' expenditure.

[SAI India] [Link]


But also give some incentive to the private player.

[SAI India] [Link]


So, the wet waste, all the wet waste was collected separately in the dry waste was
collected separately.

The wet waste was given on a public-private partnership model, which is called a
PPP model.

[SAI India] [Link]


to a private party.

[SAI India] [Link]


To produce gas out of

[SAI India] [Link]


this wet waste. So, wet waste is mostly our organic waste, or the food waste, or
the garden waste, all of this put together is the wet waste.

The tenure for this, uh…

PPP model was for 15 years.

Uh, the plants that were set up were of different capacities.

The biggest being the 550 ton per day.

capacity processing plant.

The local body gave 15 acres of land to the private player.

And the private player was, uh, pledged with providing them with high
